Gilbert, Director of Public Works 7(4 DATE: April 29, 1992 (Council Meeting 5-6-92) SUBJECT: Contract for Landscape Architectural Services to Prepare a Design for Phase I Improvements to Arroyo Vista • Community Park OVERVIEW This report recommends selection of a landscape architect to prepare the subject design. BACKGROUND In 1988 the City retained the services of a consultant to prepare a Park Master Plan for Arroyo Vista Community Park. A copy of the illustrative plan from that document is attached as Exhibit 1. A large rendering of that plan will be made available at the meeting. More recently a Request for Proposals (RFP) was distributed to a list of selected landscape architects (Exhibit 3) inviting submittal of proposals for architectural services for the preparation of a design for Phase I improvements to the park. This report summarizes the screening and selection process and recommends selection of a firm to prepare the subject design. In addition to this effort, the City is proceeding with a number of other efforts related to the development of this park. Those past and current efforts include: . preparation of an Aerial Topographic Survey; . preparation of a Hydrology Study; . preparation of a Master Grading and Storm Drain Plan; . acquisition (at no cost) of approximately 35,000 yd' of fill dirt from the High School site; . engineering analysis of the disposition of dirt import; . preparation of geotechnical soils analysis; . acquisition of the entry and access road to the park; . design and construction of the access road; PAUL W. Mayor Mayor Pro Tern Councilmember Councilmember Councilmember Printed On Recycled Pacer Arroyo Vista Community Park 2 Landscape Architect . placement of all utilities in the access road; . preparation of a final design for the construction of all site infrastructure improvements including final grading, utilities, storm drains, roads, parking lots, etc. ; and, . finalization of conceptual design for a pedestrian bridge linking the park to the north side of the Arroyo at Liberty Bell Road. DISCUSSION A. Scope of Work Phase I park improvements encompass the westerly half of the park site and is approximately thirty-three acres (33 ac. ) in size. A map of the area is attached as Exhibit 2. The design for the landscaping around the proposed Community Building is the responsibility of the building architect and is, therefore, not a part of this scope of work. A description of the scope of the design effort required by the RFP is attached as Exhibit 4. The design being requested is generally consistent with the Park Master Plan for the Phase I area. Some amenities in this area have been deferred to a later phase of construction, including the deferral of the easterly softball field, which is to initially be improved as an open turf area. This area will be converted to a third softball field in a later phase of development. As with the building design, all elements of the landscape design are to provide for future expansion of the park consistent with the Park Master Plan. B. Additional Design Work The RFP also requested that the proposals include a description and cost for the preparation of designs for additional elements, which can be added to the scope of work at the discretion of the City. These efforts include the design of additional tot lots, a lighting design for all three softball fields (to be constructed later) and the design of landscaping around the Community Building. In addition, it may be beneficial for the City to retain the landscape architect to perform certain additional services including, but not limited to, the design of the westerly two parking lots and the testing of the water wells and groundwater aquifer. It is not recommended that any of the Add Alternates or other additional tasks be included in the initial scope of work at this time. If it is deemed appropriate to add to the scope of work, the matter will be brought back before the City Council for consideration. Arroyo Vista Community Park 3 Landscape Architect C. Phases of Work The RFP requires the selected firm to evolve and develop the design in phases described as follows: 1) Conceptual Design: The development of a conceptual design based on input and direction given by the City through the RFP and other means. 2) Final Draft Design: The development of a final draft project design based on input and direction given by the City during the conceptual design review. 3) Construction Plans and Specifications: The development of final working plans and specifications. The City will approve each phase of work prior to the selected architect proceeding to the next phase. D. Selection Process 1. Criteria: The City received ten proposals. All of the proposals were evaluated and screened on the basis of a combination of factors including the following: • completeness and responsiveness to the requirements of the RFP; • demonstration of thorough understanding of the requested services; • demonstration of a full understanding of the proposed project; • demonstration of possession of necessary qualifications, skills and experience; • review of reference given for previous clients and prior projects; • feedback given by selected references interviewed; • demonstration of experience in developing projects similar to the project proposed; • descriptions of the design philosophy, approach and methods to be used in developing the project design; • a description of the work product proposed; and, • the proposed project schedule and fee. 2. Disqualification: The background and experience of the firm which presented the lowest fee amount was not as extensive as most of the other firms which submitted Proposals. That firm was not asked to participate in the oral presentations. Arroyo Vista Community Park 4 Landscape Architect 3. Presentations: Three firms were selected to give presentations before a review panel composed of a member of the City Council Public Works / Facilities Committee, the Public Works Director and the City's consultant Project Coordinator, Phil Vein. The names of these firms are: • RHA Landscape Architects, Inc. ; • The Design Consortium/The Austin Hansen Group; and, • T. I. Maloney, Inc. The first two ranked number two and three in terms of the fee amount initially quoted. The third firm did not present a competitive price in their initial submittal, but were asked to participate because of the overall quality and impressiveness of their Proposal. 4. Adjusted Fee: T. I. Maloney, Inc. discovered that the initial fee they had quoted was based on a misinterpretation of the scope of the project. At the presentation they submitted a revised fee amount. It was later determined that the revised fee placed them number three overall in terms of fee, or number two among the three firms giving presentations. 5. Selection: The review committee was unanimous in its selection of the firm of T. I. Maloney, Inc. as the most responsive to the requirements of the City and the most qualified to perform the services requested. 6. Clarification/Confirmation/Negotiation: Subsequent to the presentation staff performed additional background investigation of T. I. Maloney, Inc. and opened discussions with the firm to clarify the Scope of Work and the amount of the fee. Those discussions proved to be productive and successful. It is the recommendation of staff, and the Review Committee, that T. I. Maloney, Inc. be selected as the Landscape Architect for the project. 7. Fee Comparison: It should be pointed out that the amount of the negotiated fee with T. I. Maloney, Inc. is not the lowest fee quoted. The fee quoted by RHA Landscape Architects, was lower by approximately $7,000. As discussed above, the criteria for selection includes a number of factors, only one of which is price. Although RHA Landscape Architects are well qualified to provide the required services, it was the general conclusion of the review committee that T. I. Maloney, Inc. better responded to the needs of the City and are better prepared to provide a successful product. 8. Other Negotiations: It should also be pointed out that staff did not open negotiations with any of the firms other than T. I. Maloney, Inc. Arroyo Vista Community Park 5 Landscape Architect RECOMMENDATION 1. Approve the selection of T. I. Maloney, Inc. to prepare the landscape architectural design plans and specifications for the construction of Phase I improvements to Arroyo Vista Community Park consistent with the requirements of the RFP. 2. Approve the fee for said services in an amount not to exceed $56,370.00. 3 . Authorize additional expenditures for reimbursable expenses and any required unforeseen additional work in an amount Not to exceed ten per cent (10%) of the fee amount ($5,630) , subject to the approval of the City Manager, for a total contract amount of $62,000. 4. From that point easterly the design shall defer from the Park Master Plan by providing for an open turf area suitable for soccer and other open field sports. 5) Reconstruction of Open Turf Area: The Park Master Plan shows a third baseball field and other improvements in the open turfed area described above. The Consultant should attempt to accommodate the planned future reconstruction of this area, by providing initial irrigation and planting designs which can be modified with the least costs possible. Be advised that these reconstruction effort may require the regrading of a portion of this area. 6) Building Pad Area: The area identified on Exhibit 3 is subject to the design efforts of the Building Architect. This area shall not be a part of this Scope of Work except as noted below. Bid Add Alternate: The Proposal shall include a separate cost for adding to the Scope of Work, a design for the landscaping improvements in this area. 7) Rough Grading and Storm Drain Plan: Copies of the Rough Grading and Storm Drain Plan are available upon request to all interested firms. Exhibit 4 (2 of 6) 8) Grade Separation: Be advised that the Rough Grading Plan calls for a stepped grade separation of several feet at various key locations. This design approach was taken in order to provide for the development of final grades suitable for recreational activities. 9) Final Grading and Storm Drain Plan: The Final Grading and Storm Drain Plan is in the process of being prepared. Said plan will establish the final grading for the park and establish the locations and elevations for all of the storm drain inlets. The Consultant's Scope of Work shall include the design for performing fine grading based upon the parameters set by this plan, including any recommended extensions or alterations to the storm drain system. 10) Utilities: A utility plan is also in the process of being prepared. Said plan will include a design for the proposed construction of sewer, water, gas, electric, telephone and cable television facilities. Said plan will show the location of all such facilities, including the tentative locations of utility junction boxes. It will be the responsibility of the Consultant to determine the final location of all above ground facilities and to determine the location of all required points of connection to each utility. Provisions shall be made to provide telephone service to certain areas of the park. 11) Rest Rooms: The City will provide the Consultant with a previously prepared design for the construction of a rest room building in the vicinity of the softball fields. The Consultant shall incorporate these plans and specifications in the final design package. 12) Concession Stand: The design for the above Rest Room building includes an area which could be used for concession sales activities. 13) Tot Lot: The design shall include provisions for the construction of one Tot Lot play area just east of the softball fields as shown on the Illustrative plan (Exhibit 1) . The primary play apparatus is to be determined by the City. Upon selection, the manufacturer's name and model number of said apparatus will be provided to the Consultant to be included in the design package. The Consultant shall design an appropriate and adequate sand area, fencing, benches and other related improvements for the Tot Lot area. Exhibit 4 (3 of 6) 14) Additional Tot Lots: The City reserves the right to add additional tot lot play areas. The Proposal shall include a separate unit cost for the design effort required to add each additional Tot Lot Area. 15) Picnic Shelters: The City will provide the Consultant with a previously prepared design for the construction of a picnic shelter. The location and number of picnic shelters will be determined by the Consultant, subject to the approval of the City. The picnic shelter plans and specifications shall be made a part of the final design package. • 16) Entry Statement & Monument Sign: The design shall include a design for an Entry Statement, including a monument sign, to be located at the park entry on Tierra Rejada Road. 17) Signing Plan: A signing plan shall be provided for all directional and identification signs throughout the park. 18) Miscellaneous Hardscapes & Other Amenities: The design shall include provisions for adequate sidewalks, curbing, picnic areas, Bar-B-Q stands or pits, tables, benches, bleachers, drinking fountains, bicycle storage areas and other appropriate improvements and amenities. 19) Temporary Parking Lot: The design shall include the construction of an unpaved (gravel) parking lot in the area east of the baseball fields. 20) Pedestrian Safety & Security Lighting: The design shall include provisions for adequate pedestrian safety lighting and security lighting where required, including the temporary parking area. 21) Softball Fields: The softball fields shall be designed by a qualified person or firm experienced in designing such facilities. The Proposal shall include references and/or documentation demonstrating such qualifications. 22) ADD ALTERNATE for Softball Field Lighting: The proposal shall include an ADD ALTERNATE for the preparation of complete design for field lighting for all three softball fields as shown on the Illustrative Plan (Exhibit 1) . The softball field lighting shall be designed by a qualified person or firm experienced in designing such facilities. The Proposal shall include references and/or documentation demonstrating such qualifications. Exhibit 4 (4 of 6) 23) Phase I Softball Field Lighting Conduits: The design effort shall include provisions for the placement of all conduits and pull boxes in the Phase I area, necessary to facilitate the future construction of the playing field lighting. This effort need not include determining the exact location of the future light standards by the design effort described above. However, the design goal should be to avoid extensive demolition and reconstruction of the hardscape improvements around the softball fields when the future field lighting is constructed. 24) Lighting Other Areas: The design shall include an analysis and recommendations relative to the possible current or future lighting of the soccer field and other areas. 25) Future Lighting Requirements: The design for the electrical systems shall make provisions for the adequate and proper lighting of future improvements, including the softball fields noted above, tennis courts, parking, etc. 26) Soils Preparation: The landscape design should include all soils testing necessary to prepare a design for a soils amendment program for the entire park. 27) Slope Stabilization: The landscape design should include adequate provision for slope stabilization, including hydro-seeding where necessary. 28) Erosion Control Plan: The landscape design should include adequate provision erosion control during the construction of the park. 29) Landscaping: The landscape design should provide for a pleasing mix of plant materials consistent with the provisions of the Park Master Plan and compatible with the area, climate and soils conditions. An effort should be made to stress plant species which are drought tolerant. The plant materials selected should demonstrate an effort to incorporate water conservation measures. The Proposal shall include a discussion of the approach to be taken in determining the type of turf grass seed to be used. Exhibit 4 (5 of 6) 30) Trees: The landscape design should include ample provisions for the planting of a variety of species of trees suitable for the areas and uses intended. BE ADVISED THAT THE FINAL DESIGN PLANS MAY STATE THAT THE TREES WILL BE PROVIDED BY THE CITY. All construction cost estimates developed by the Consultant shall include a possible construction cost deduct alternate for this possibility. 31) Irrigation System: The design for the irrigation systems shall demonstrate an effort to incorporate low water usage devices, equipment, materials and techniques. All irrigation systems shall be equipped with automatic controllers. The automatic irrigation control systems shall be equipped with electrical harnesses enabling the remote operation of valve controls with devices now in use on other City facilities. 32) Two Irrigation Water Sources: The irrigation system shall be designed to accommodate two sources of water supply. The primary water source shall be two on-site water wells owned by the City. The secondary water source shall be the domestic water service provided to the property. The design shall include equipment to enable the user to change from one source to the other at any time. Appropriate and adequate backflow prevention, filtration and cross connection prevention shall be provided. 33) Water Wells: The location of the water wells are shown on Exhibit 2 . The design effort shall include pressure testing of the water wells to determine flow rate design parameters. If necessary, the design shall include provisions for any required pressure regulation equipment on the water well supply line. 34) Potable Water System: The design shall provide for a separate potable water system for all drinking fountains, rest rooms, etc. 35) Control Facilities Plan: The design shall include a plan for the location of all irrigation and lighting control facilities. 36) Field Certifications: The service to be provided by the Architect shall include field certification of all equipment and materials placed by the Construction contractor. A Exhibit 4 (6 of 6) 37) Maintenance Phase: The landscape design should include a requirement that the construction contractor maintain all improvements for an adequate and suitable period of time after completion and acceptance by the City. 38) Maintenance Program: The landscape design should include a description of a long term maintenance program for all plant materials and irrigation systems. 39) American Disabilities Act: The design for all improvements shall meet or exceed the requirements of the American Disabilities Act and/or other applicable handicap access requirements. 40) Other Resources: Other resources available to the consultant include the property survey, topographical survey, hydrology study and geotechnical soils report.
