Lindley, Assistant to the City Manager n� DATE: May 14, 1992 (May 20 City Council Meeting) SUBJECT: Consider Congestion Mitigation and Air Quality Improvement Fund Request Summary The Ventura County Transportation Commission (VCTC) is requesting that each jurisdiction submit projects for Congestion Mitigation and Air Quality Improvement Funds (CMAQ). It is recommended that Council direct staff to submit the development of a new commuter rail bus link service as the City's candidate project for CMAQ funds. Background In December, 1991, President Bush signed into law the Intermodal Surface Transportation Efficiency Act of 1991 ( ISTEA). The ISTEA includes a number of new programs, such as the congestion Mitigation and Air Quality Improvement Program (CMAQ). Current estimates indicate that Ventura County's share of funding under the CMAQ program will total approximately $17 million over the next six years. These funds must be used for projects which reduce congestion and enhance air quality. They may not be used to construct additional roadway capacity. The priority list developed by VCTC and its advisory committees is as follows: 1. Clean fuel bus fleets and support facilities 2. Improved public transit 3. Bicycle facilities PAUL W. LAWRASON JR. Traffic flow improvements 5. Clean fuel fleet subsidy programs 6. Other projects as appropriate The category of improved public transit is intended to include capital projects and start -up operating costs for new services only. Existing transit services are not eligible for CMAQ funding. With commuter rail operations beginning in October, 1992, staff and the Transportation Committee believe that the City should consider the feasibility of a new bus service to accommodate residents wishing to ride the bus to and from the rail station to utilize commuter rail. The City's current bus system does not coincide with the operating hours of the future commuter rail service. Staff proposes that Council consider a new commuter rail bus link system in the morning and evening that would provide residents rides to and from the Moorpark commuter rail station. This service would qualify for CMAQ funding. The submittal for eligible projects to VCTC does not commit the City to the new service, but does insure that such a project, if approved by Council in the future, will be considered for CMAQ funding. Recommendation Itp is recommended that Council direct staff to submit the project of a new Moorpark commuter rail link bus service, targeted to commuter rail passengers, for CMAQ funding to the Ventura County Transportation Commission.
