ACTION:
SUBJECT: Civic Center Overflow Parking

At a recent meeting of the City Council, a suggestion was
offered to consider allowing overflow parking in the unimproved
area to the south of and behind the Community Center.
DISCUSSION
1. The area in question is used primarily for the placement and
storage of public works and parks maintenance equipment,
materials and supplies. Some of these items are stored in
walk -in containers. Others are in open storage. Introduction
of public parking in this area would give rise to concerns
regarding adequate security for City property and safety for
the public.
2. The area is now in a native dirt unimproved condition. As a
minimum, public parking areas should have at least a gravel
surface with appropriate delineations, ingress /egress lanes,
etc. Introduction of parking in this area would give rise to
questions regarding safety and liability.
3. The County of Ventura has proposed to undertake a project to
expand the Library. Preliminary plans for the expansion show
building and parking improvements to the west into the area
in question. Introduction of parking in this area would be
in conflict with these plans for improvement of the area.
CONCLUSION
In the opinion of staff, the unimproved area behind and to the
south of the Community Center is not suitable for public
parking.
RECOMMENDED ACTION
Receive and file the report.
