Gilbert, Director of Public Works ?JP coeeting 199 DATE: May 28, 1992 (Council Meeting 6 -3 -92) ACTION: l SUBJECT: Consider Report on Street Sweeping 4� Handling / Dumping Costs Background In August of 1991, the City Council considered a report pertaining to the clean -up the Parks & Public Works storage area behind City Hall. This effort was in response to complaints received from residents just south of the Civic Center Complex regarding the dumping of refuse and the storage of materials on City Property. The report noted a number of remedial steps being taken to resolve the problem. Included in that list was mention of efforts being taken to relocate the street sweeping debris handling area to another location. New Location for Street Sweeter Debris Handling The City's Street Sweeping Contractor (Pacific Sweep) has relocated the staging area for street sweeper debris to a site leased by a nursery operation which is located on the west side of Gabbert Road north of the railroad tracks. Additional Costs When the street sweeper debris was deposited at City Hall, the City incurred little or no handling or dumping costs. The City's refuse franchise includes provisions for limited refuse service at City Hall at no cost. Pacific Sweep has retained the services of the Nursery operator to place the street sweeping debris into a forty yard roll -off bin. The cost of the loader and driver to perform this work is approximately $250 per month. In addition, Pacific Sweep and staff have developed and reviewed a history of refuse dumping costs at this site before and after the street sweeping debris dumping was first established at this PAUL W. That analysis concluded that the amount of the dumping costs attributable to the City's street sweeping debris is also approximately $250 per month. The total amount of additional costs resulting from the relocation of this activity is approximately $500 per month, or $6,000 per year. A portion of these costs are passed on to Caltrans as part of the costs reimbursed to the City for sweeping the State Highways within the City. No other feasible option is available at this time. It is anticipated that this operation will be moved to the future Public Works Corporation Yard. When that occurs, depending upon the facilities and equipment available, it is possible that these costs could be reduced. The additional costs incurred this fiscal year will be covered by the contingency provided for the possible addition of new streets to the street sweeping route. No additional appropriation is required. It is the intent of staff to include in next year's budget, funds sufficient to cover these anticipated costs. Receive and file the report. rpt\pv_yrd2
