Reynolds Jr., Management Analyst rB:4�2 � DATE: May 29, 1992 SUBJECT: Consider Modifications to the Business Registration Renewal Form Summary The following report will recommend that the City Council consider a different form for business registration renewal applications, (presented in Attachment "A") from the form (Attachment "B ") which is used currently for new Business Registrations and renewal applications. This form will improve staff's awareness of the economic development status in the City, improve the accuracy of information needed emergency responses, assist the city solid waste efforts, and modify the current system to accommodate a business license system in the future. Background Effective July 1, 1989, the City implemented a business registration system. In the City Code, it is clear that each person conducting business in the City is required to register and renew the registration each year. The contents of the application are generally defined, with modifications permissible by the City Manager as deemed appropriate. The language in the City Code does not prohibit or restrict staff from implementing changes to the form that would distinguish a renewal form from the original application form if the essential information as defined by the Code remains part of both types of forms. The City currently uses the same form approved by the Council in 1989 for first time registrants as well as for the renewal of the business registration. When the renewal applications are received by staff, the information is verified /updated in the data base, and the new form replaces the original form in the City's filing system. This system requires an unnecessary amount of paper, (as a result adds unnecessary expense to the administration), and is cumbersome to administer for the majority of businesses which do not change from year to year. Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Printed On Recycled Paper Staff is aware of concerns from the local business owners who have expressed that completing the original form each year is cumbersome, provides very little new information, and seems to be redundant. Discussion With the above concerns in mind, a new form for renewals has been developed that is intended to be of benefit to the City as well as the business community. This form is shorter than the original form. Staff has also developed a plan to implement changes to the data base system making it much more sophisticated at no or low cost to the City. The form also requests new general information from the business, as well as providing a new format for the reporting of emergency contacts. The primary benefit to business owners of the new form, (Attachment "All), is that rather than repeating a response to the City each year, the form is much shorter and intended to be less cumbersome to complete. "Section I" is a intended to be a simple confirmation that the business owner, addresses and phone numbers are current. This is the only section that substantially duplicates original questions answered when initiating the Registration process. The original application will be retained, attaching each renewal statement to it for each business. In this way, the City retains the detailed information, and has a record of critical changes that -- may of occurred over the past twelve months on file for each business, while making completing the form easier for businesses. Emergency information is currently requested by the Moorpark Police in a different format then Business Registration. A system has not evolved which allows the two sources of information to be cross referenced, (phone modem between City Hall and East Valley Sheriff's Station). By using the Sheriff's card for emergency contacts, (third page of Attachment "A") the City can retain a copy of the card for its files, and then send the card to the Sheriff so that they also benefit by having the most current information on file. This concept is designed for the benefit of the business owner, (and in this way it will be enhanced and improved), and also provides the potential for better emergency response program for the Moorpark Police. Businesses and the City will benefit by completing section "II. Status of the Business operation." This section is intended to be a "thermometer" for the measuring the "health" of local businesses, which will define for the City the status of the economical environment. New questions have been designed to address the number of Moorpark citizens employed by the business, whether or not the activity of the business has grown, decreased or remained stable, and the length of time that the business has been active in Moorpark. These vital statistics will greatly improve the City's ability to monitor the economic changes in the Community and begin to create programs to reverse negative trends, which in the end will benefit business owners. Benefits to the City In addition to making the system more simple to administer and more beneficial to the economic condition of the City, the system still requests current information about the business and related health and safety permits. In addition to these questions, a new question has been added which addresses solid waste conservation activities. The solid waste question is simple and open ended, and can be used as survey to monitor business activities in this regard. The City will be able to identify the recycling practices and needs of the business community, as well as follow up with ideas or suggestions for improvements to existing solid waste conservation practices. Data Base Changes Staff would like to continue to enhance the Business Registration data base, and the potential uses that the application information can provide. Staff is preparing to create a more sophisticated classification system, so that the data base can make distinctions between the types of business activities and the age of a business. This information will once again facilitate the economic development benefits of the program, as well as assist with research for City "customers" and staff. An area the staff is currently working to improve is to reduce the amount of time needed for coordination between the City Community Development Department and Administrative Services. "Parcel numbers" are requested in the "staff portion" of the form, which will help in researching related regulatory matters as needed. The City can accomplish this task by using low cost or no cost staff to complete this section of the form. Once the initial research is completed, only a few businesses will have to be researched each month. The staffing proposed includes summer youth employees and an intern. Summer youth employees beginning in June, can research the data related to the parcel number of each of the City's local businesses. In September, through cooperation with the Political Science Department of California State University at Northridge, the City can ask that a college intern collect the data and upgrade the City's data base. Routine maintenance of the data base can then be performed by existing staff, but the free or low cost help described above will greatly assist the City in bringing the system up to the current needs, and meet the new objective of the Department of Administrative Services. Summary With a few small changes, the City can convert the business registration renewal system into a very useful and more efficient tool for business owners as well as the City administration. With the Council's concurrence, staff will proceed by implementing the new form beginning in June with the July renewal notices. Recommendation That the City Council authorize staff to pursue the modifications to the Business Registration renewal form, as presented in Attachment "A ". The application is required to be completed each year, so that changes are recorded in the City's data base. Please remember to sign the permit and the application. Make the $30.00 payment payable to the City of Moorpark, and indicate the new permit number on the check, if appropriate. City staff will complete the validation dates on the permit, once a completed application is received, (do not retain any of the materials, your completed permit will become the receipt).
