SUBJECT: Consider Support for SB 1230, Public Library
Learning and Literacy Expansion Act of 1992
Summary
The Council is being asked to consider sending a letter of support
for SB 1230 (Keene), Public Library Learning and Literacy Expansion
Act of 1992 to the appropriate legislative committee.
Background
The Public Library Learning and Literacy Expansion Act of 1992, SB
1230, calls for $150 million in State bond funds for pubic library
construction and renovation. This is the funding source the County
hopes to use to expand or construct a new library in Moorpark.
The bill is scheduled to be heard by the Assembly Banking, Finance
and Bonded Indebtedness Committee by mid -June. If successful, the
issue will be placed on the November 1992 ballot for voter
approval. If approved by the voters, the funds would be awarded on
a competitive basis, with the State paying 65% of the project cost
and local or county jurisdiction providing a 35% match.
Recommendation
Direct the Mayor to send a letter of support for SB 1230 (Keene),
the Public Library Learning and Literacy Expansion Act of 1992 to
the appropriate legislative committee members.
