Gilbert, Director of Public Works DATE: June 11, 1992 (Council Meeting 6-17-92) SUBJECT: Consider Revision to Contracts for Architectural and Landscape Architectural Services for Arroyo Vista Community Park OVERVIEW This requests approval of additions to the Scope of Work for both the Building design and the Landscape design. DISCUSSION A. Building Design 1. Background -- In November of last year the City Council retained the firm of Wolff, Lang, Christopher, Architects to prepare the design for the Community Building. In January of this year, the City Council approved a change in the Scope of Work to increase the size of the building to 15,000 s.f. , with the ability to vary the size of the phase I construction between 10 ,000 and 15,000 s. f. The total design contract amount is $100,000. 2. Parking Lot Schematic Design -- It was initially thought that the Building Architect's Scope of Work included the design of the two parking lots adjacent to the building. For that reason this design effort was omitted from the Scope of Work for the Landscape Architectural design. It was subsequently determined that the Building Architect's level of effort only included the schematic layout of the parking lots. It is necessary to add this design effort to one of the three design efforts now underway. 3 . Parking Lot Final Design -- Staff has solicited proposals from the City Engineer (who is preparing a design for the construction of the on-site access road, storm drains and site grading work) , the Landscape Architect and the Building Architect to prepare this design. The proposal submitted by the Building Architect was determined to best fit the City's needs. That proposal is for a complete civil engineering design, except lighting, for the two parking lots adjacent to the building. PAUL W LAWRASON JR. Fee Impact -- The cost quoted by the Building Architect for this additional design work is $4,265.00. If the addition of this work is approved, the revised architect's fee will be $104,265. B. Landscape Design 1. Background -- Last month the City Council retained the firm of T. I. Maloney, Inc. to prepare the landscape architectural design for Phase I improvements to Arroyo Vista Community Park. The amount of the fee for that work is $56,370. 2. Additional Design Services -- The Request for Proposals included a requirement that prices be quoted for a number of additional design services. These items included a) the preparation of a complete design for the future lighting of the three softball fields and b) the preparation of a design for a second Tot Lot. 3 . Softball Field Lighting Design -- Although it is not proposed that the construction contract for Phase I construction include the lighting of the softball fields, it is recommended that the City Council consider adding this design effort to the Landscape Architect's Scope of Work. Preparing the softball field lighting design at this time would insure that the future this future construction would be compatible with initial improvements. The price quoted for this design work is $6,000. 4. Second Tot Lot -- The price for the design of a second Tot Lot is $1 ,600. It is recommended that this work be added to the design effort. As with other amenities to be included in the design, it may be necessary to show this item as an Add Alternate in the construction bid documents. 5. Parking Lot Lighting -- The design work being performed by the Landscape Architect includes the design of the lighting system for the entire park. However, the area around the proposed Building is not included in the Landscape Architect's Scope of Work. It is recommended that the lighting of the two parking lots adjacent to the building be added to this design effort. The price quoted for this additional work is $4,300. Fee Impact -- Should the City Council approve adding the above described work, the revised fee for Landscape Architectural services will be as follows: Item Amount • Softball Field Lighting Design $6,000 • Second Tot Design $1,600 • Parking Lot Lighting $4,300 Sub-Total $11,900 • Current Fee $56,370 Total $68,270 C. Contingencies 1. Building Design Contract -- At the time the Building Architect was selected, the City Manager was authorized to approved minor changes not to exceed fifteen per cent of the then design fee of $75,000, or $11,250. This contingency is still remaining and no change is proposed by the recommended action. 2. Landscape Design Contract -- At the time the Landscape Architect was selected, the City Manager was authorized to approved minor changes not to exceed ten per cent of the then design fee, or $5630. This amount includes identified reimbursable expenses. This contingency is still remaining and no change is proposed by the recommended action. RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Approve changes to the Contract with Wolff, Lang, Christopher Architects, as follows: a. Add to the Scope of Work the civil engineering design (lighting not included) of the two parking lots adjacent to the Community Building. b. Increase the fee amount to cover said services by an amount Not to Exceed $4,265. 2. Approve changes to the Contract with T. I Maloney as follows: a. Add to the Scope of Work the designs for Softball Field Lighting, a second Tot Lot and parking lot lighting as described herein. b. Increase the fee amount to cover said services by an amount Not to Exceed $11,900. 3 . Approve a Budget amendment for the appropriation of an additional $16,165 from the Community Zone of Fund 05, for the additional design work described herein. rpt\avplang5
