Reynolds Jr., Management Analyst DATE: June 8, 1992 SUBJECT: Consider the Upgrade of the City Phone System The following report will summarize the potential for upgrades to the City's phone system. Staff is presenting a draft contract to the Council, and recommends that the City proceed in implementing the upgrade by extending the City's current lease installment agreement with G- Tel /GTE Leasing Corporation, as described within this report. Background Prior to the fall of 1988, the City's phone system was a simple "analog" phone (very similar to a residential phone) with four extensions appearing on it. In 1988, the City installed the current phone system, after analyzing more than ten different products, including the centralized or "CENTREX" system. At this time, the City had 23 full time employees. The move from the current senior center to City Hall in October of 1988, marked the first day of the current system's use. The change from the original system to the current system had the potential to be difficult to adjust to for staff and the citizens of Moorpark. Therefore, the City selected a phone system with potential to expand, but limited the first technological change to the least of the feature packages available, in order to minimize the "shock" of moving from one system to another. The City expanded its incoming lines by 100 %, moving from four to eight lines. Also added was use of electronic phones, (in conjunction with analog phones), where a secretary can have extensions and features available to them by using a button. Other features of the system make it possible to transfer calls easily, place calls on hold, conference calling, use of speaker phones, a 100 number speed dial system, redial and "camp on" feature for trunks or extensions. Essentially, the City's phone system is a computer. The G -Tel product referred to as the "Small Business Communication System" is considered to be a "PBX Hybrid," because it combines the features of a simple analog application, with the features of a larger PBX type of system. TALLEY JR. mayor Mayor Pro Tem Councilmember Councilmember Councilmember phones, the City is flexible in that any phone will function on the system, allowing an efficient tailoring of equipment to each individual's needs. The system has an "open architecture" or "Universal Card Slot and Universal Port Orientation," allowing computer cards to be inserted into the main frame, each time an upgrade or expansion of the system is required. Trunks and stations can be developed in proportion to one another where the City can have up to 240 stations and 32 trunks, or 96 stations and 104 trunks, or any combination of these two variables. Currently, the City's main system uses 8 trunks serving 39 extensions, (7 of these are to rooms at City Hall that are not used by permanent staff) . Each additional "Trunk card" allows 4 new trunks to be added, each "Station card" allows the addition of 8 new stations. The City entered into a five year installment sale agreement for G- Tel equipment with GTE Leasing Corporation which expires in October, 1993. The current cost per month is $423.61 at an annual interest rate of 9.74 %. To buy the system at that time would have cost $20,057.28. The current maintenance cost is $2,995.20 per year. Discussion After reviewing possible ways to improve citizen service, staff concluded that upgrading the phone system is a top consideration. The upgrade however, can act as a negative for a citizen's perception of City services, if not implemented with the sole purpose of improving communications between the public and staff. Staff's objective in presenting these upgrades is for the purpose of improving citizen response. Attachment "A" is a brief summary of the most significant upgrade features, with a detailed description attached behind this for the Council's information. Research into staff's understanding of citizen concerns evolves most significantly around the problem of answering the original call to City Hall quickly, and distributing calls in an accurate and timely way. Two approaches are common to addressing this issue; a better centralized call distribution system, or "direct inward dialing." Direct inward dialing is where a separate phone number is listed for each City department, and a person with a question about a specific issue can call that department directly. It has been recognized by larger cities, (Camarillo for example), that this system works well for them. The concern is that ideally, there must always be a department staff person available to receive the call, and currently, the many responsibilities associated with staff assignments in a smaller organization such as Moorpark, prevents this from being feasible. The system can accommodate this feature, if the City chooses to proceed in this direction in the future, or perhaps be created in combination with the centralized approach. 2 Because of the limits that the variety of assignments places on staff, the upgrade design has focussed on the distribution of calls from the centralized point of the receptionist, rather than a direct inward dialing system. Originally, the City had a system with a ratio of 3 extensions per every phone line, (8 trunks, 23 staff). Currently, the City has increased its this ratio to 4:1, four staff extensions to each trunk or phone line. One resolution to the problem of persons calling and waiting for someone to answer the phone is increasing the number of lines coming into City Hall, back to the 3:1 ratio. By adding four new trunks which would provide 12 trunks for 32 staff persons, the City has some room for future staff increases without changing the phone system, (4 additional staff persons could be added and the City would to stay within the 3:1 ratio without having to increase the number trunks) . Increasing the access to the public by adding new trunks can be best facilitated by an "automated attendant feature" as described in Attachment "A." The City's proposed system can be designed in a variety of ways to help the City direct calls. Ideally, the automated attendant will allow the receptionist to take the time needed to effectively transfer a citizen inquiry because the receptionist will theoretically have more time to consider the citizen's needs, prior to transferring the call. The system can simultaneously receive seven calls at one time, as compared to the "one at time" method practiced currently. Some considerations for the design of the automated attendant may include: 1) a simple message stating that "if you know the person's extension and have a touch tone phone, then you can be transferred to that extension now by entering the number, if you don't know the number, please hold for the receptionist to help you;" 2) allowing the receptionist to pick up the phone first, and when calls begin to be backed up and the potential for a long wait to receive a call can occur, the automated attendant picks up, (after a predetermined number of rings), and informs the person that the receptionist is busy and the call will be answered in the order received or; 3) a variation of 111" and 112" above where following the pattern of the receptionist answering the call directly, a person's call is deferred to the automated attendant only when the receptionist is busy, but at this time has the option to dial an extension and bypass the receptionist, or wait until the receptionist is available. A survey of staff who have acted as the City's receptionist indicates that 75% of the calls received by the City are related to Recreation and Community Development functions. If needed, or if the Council deems this concept to be appropriate, a voice mail 3 system for both departments could be established in conjunction with the automated attendant by adding to the message "if this call is regarding planning, dial XYZ, if this call is regarding a City recreation program, dial ZYX." The concern here is not to make the initial message too long before a person is connected with a City staff person. This feature can easily be programmed into the system at a low cost, (no additional hardware required), after the staff has grown accustom to the original upgrade features, or it can be planned for the initial phase of the upgrade. Voice mail is the feature that best accommodates the automated attendant, by increasing the possibility that a citizen can reach the person or department needed, and leave a message in that person's absence. As described in Attachment "A ", the voice mail system can potentially provide better service to citizen inquiries because the proposed City system can accommodate a variety of different applications. The proposed system will never leave a caller stuck in "computer limbo" because there will always be the option to return to the receptionist or the department. Voice mail can be tailored to each staff person's needs, and the recommendation is to allow each department to tailor their application, contingent upon the City Manager's approval. Because the voice mail system is essentially a personal computer using a "file" of its memory for each "mail box," the available number of "mail boxes" is far beyond City needs at this time. Applying the voice mail system and the automated attendant, staff proposes improvements to the Public Safety and the Building and Safety /City Engineer communications systems. Public safety operates from a large and complex County telephone system, which cannot be changed to meet City needs, however, a current issue can be improved for Public Safety. Currently, when there is no City contracted staff available at East Valley Sheriff station, all public safety calls are placed on "call forward" programmed to the City phone number. Two to three times a day on most work days, public safety calls are received by the City receptionist, and the East Valley staff has to call in order to receive the messages. Voice mail with an automated attendant connected to a dedicated line, can alleviate the burden placed on the City receptionist and provide voice mail for the County Sheriff's personnel, with out interfering with the County's phone system. Calls could then be forwarded to the dedicated line, the automated attendant answers the call, allowing a citizen to select which officer or public safety service they would like to leave a message for. After installation, the City's cost would only be for the monthly trunk rate, ($15.00 /month). Building and Safety /Engineering ( "office ") can be better enhanced by making it an "off- premise" station of the City's phone system, that utilizes the system in place at the office on Poindexter Avenue. Persons calling for this service can be transferred 4 directly, and staff at the office can access City Hall staff dialing a three digit extension. When calls are transferred, they are switched to the existing trunks at the office, and when calls are placed by the office staff, they are placed utilizing these same trunks. This change will have no impact on phone traffic, or use costs. It is presumed that calls will be handled in much the same way as they are now at the office, with a centralized person answering the call, but it will also make the voice mail system available to each of the four staff persons. Balance of Technology and Public Perception There are some negative aspects of upgrading the phone system. To an extent, an automated system de- personalizes the initial reception of a call being handled. The design of for the use of the automated attendant can help to act as a buffer this concern. A second potentially negative impact is that there will be a great reduction in written phone messages, which are occasionally relied upon to verify a person's attempt to reach City staff. The written phone message can also be used to verify that staff is returning calls, and with the voice mail system, there is no assurance or way to verify that messages are being returned. The establishment of a citizen "Hot Line" has been considered by staff, and use of the voice mail system would easily accommodate this feature for the public. Messages expressing concerns or issues as perceived by the public can be left in voice mail on this system, including specific feedback requests regarding the City's phone upgrade. This concept, working in conjunction with the Citizens Link computer system, could assist in broadening the access of the public to City Hall 24 hours a day, and perhaps assist City staff to accommodate citizen concerns related to the phone upgrade, as well as many other issues. In addition to the existing proposal, this concept only incurs cost as a dedicated line, ($15 /month). Fiscal Matters The proposed upgrade presented in this report takes the City's system to the highest feature level currently available using this hardware. The cost is $432.00 per month at 9.6% interest over the next 60 months. To purchase the system upgrade would cost $20,837.34. The system has a one year warranty, so there will be no impact on the City's maintenance agreement for one year. The overall impact on the maintenance agreement will not be very substantial, because adding the computer software and technology is not considered to be as high of a maintenance concern as adding simple hardware attachments. It is not projected by staff that a cost of this magnitude will be needed by the City for the next ten to fifteen years, but this is dependent on how technology advances in this regard, (i.e., it is a digital system that can accommodate computer communications, should this need be desirable in the G1 future). Recommendation That the City Council: 1) Authorize the City Manager to execute a new lease agreement with GTE Leasing Corporation utilizing funds available in accounts 01.4.117.661 (40 %), 41.4.131.661 (40 %), 01.4.148.661 (100), 11.4.142.661 (10 %); 2) Consider the design of the automated attendant and direct staff as deemed appropriate, and; 3) Authorize staff to implement the other proposed phone upgrades as presented. Attachments: A) Phone Feature Overview B) Draft Lease Agreement C: W7177n, i City Phone Upgrade Phone System Features This feature is the recorded answering system that will pick up phone calls before they reach City staff. The system can receive 7 calls at one time, and each time it transfers a call, a new line can be answered. The automated attendant can be established for every branch of the City's administration, but in an effort to combine the technology with customer service, only two applications are being considered at this time; on the main City line, and in conjunction with a special voice mail system that is proposed for the Public Safety. The proposed recorded message for the automated attendant when calling City Hall is as follows: "Thank you for calling the City of Moorpark, if you know the extension of the person you are calling, and are using a touch tone telephone, please enter the extension -- number now, if not, please hold for the receptionist." Any message can be programmed into the phone system, and the message is proposed to be different when City Hall is closed: "Thank you for calling the City of Moorpark, the office hours are from 8:30 to 5:00 P.M. Monday through Friday, if this is an emergency, please call 911, if you would like to leave a message for City staff, please wait until the tome, and begin recording the message at that time. Please state your name, the reason or staff person you are calling for, and we will get back to you as soon as possible. Thank you." For public safety, when no officers are available, the phones at East Valley Sheriff's station will be forwarded to a dedicated phone line at City Hall. This phone line will only serve for recording messages left for the Moorpark Police Department. The function of the automated attendant in this case is so that a caller can identify which of four proposed mail boxes to leave the message in. The proposed message is as follows: "Thank you for calling the Moorpark Police Department, we are unable to take your call at this time, if this is an emergency, please dial 911. Staff would be happy to return your call if you would please leave a message stating your name, purpose for calling, and a phone number where you can be reached during the day. If you are calling for general information, please dial "XXX." If you are calling for the Community Services Officer, please dial "XXY." If you are calling for Sergeant Rouse, please dial "XXZ," and if you would like to leave a message for Lt. Dean, please dial "XYZ." If you would like to reach staff at City Hall, please call 529 -6864. Thank you. 7 The City can easily establish a phone line to receive citizen input using the combined technology of the automated attendant with the voice mail system. Questions, concerns or complaints could be received by an automated "hot line" providing a menu of City departments and /or functions for the person calling, to select and leave a message for. This could function after hours, 24 hours a day, weekends only, or any variation of these choices. This system could also be referenced by the after hour phone message. Most are fairly familiar with voice mail systems, and the City will have access to a type of system that allows for the maximum flexibility in its use and application. Every voice mail box will have the following accommodations: Recorded message, providing the caller with the option to transfer out of voice mail a department secretary or to the receptionist, or leave a message; The ability to page a person outside of City Hall when a message is left; The ability to call into the voice mail system to pick up messages while away from City Hall; The ability to turn on the voice mail system after a certain number of rings, or when you plan to be gone for an entire day or several days; The ability to broadcast messages to City staff by leaving the same message in a variety of staff mail boxes. The proposed City system has the capacity to record five hours of messages, using four ports, (can record four messages at one time) . Eventually, it can be linked to data processing center, where dictation can be left by a person, for another person to type, and used in conjunction with other forms of the automated attendant. The capacity for mail boxes is relatively limitless, as it is generated by the memory of a computer, and the number of "files" that the computer can store. Currently, each City extension is proposed to have voice mail box to record messages from staff within the City's phone system. Each City Department head will review the potential pros and cons of providing voice mail for outside callers as deemed appropriate for each staff position. off - Premise Extensions The building and Safety /Engineering office is proposed to become an off - premise extension for the City. This feature allows one to receive a call at City Hall, and transfer to the off - premise site for these services. It also allows the contract staff at this facility to reach City staff at City Hall by dialing a three number extension. The system at City Hall will work in conjunction with the system currently installed at the off- premise station. Therefore, the costs of the off - premise station will not be linked to the costs of City phone uses, because the three lines currently in place at the office will remain in place to be used as they are now. It is proposed that the calls will be handled in much the same way as they are now by the off - premise staff: a call is placed to City Hall, the transfer is made to the off - premise extension, (subsequently removed from a City trunk), the person assigned to distribute in coming calls receives the call, and transfers as usual to the appropriate contract staff person. Once again, all the features of the voice mail system are available, including paging City inspectors when messages are left in the voice mail system. Other Features Many other features accompany the City's proposed upgrade. For example, electronic phones and analog phones will able to interface, (currently they cannot). Detailed cost accounting is available for each City extension. Music on hold, dial intercom, hands free operation, call waiting, and easy access to many existing automated features will also become available. Currently, the City's analog phones can access many features, but by using an access code. The new phone that adapts to the proposed system has up to 15 programmable buttons, for the appearance of several stations, features or both, making them easier to use. Prnted in the U -S.A C.ntrol numn cr: 6197 l/ a 1 FEATURE DESCRIPTIONS Data Switching Features These features are available only on Feature Package F3: Adding Data to a Voice Call A data station user may easily add a data call to an existing voice conversation by pressing the ADD DATA button or dialing an access code. Activation of the button changes the LCD to display data information on Custom Telephones without interrupting voice transmission. Alternate Telephone and Keyboard Dialing This feature provides voice /data users the capability to use their keyboards to dial data (or voice) calls with either numeric or alphabetic characters. This reduces the need for data users to alternate between the telephones and personal computer. Automatic Answer A data terminal adapter or data interface unit can be configured r. for Automatic Answer. This configuration may be temporarily -L changed by using the DATA CHANGE button if programmed. Data Call Set -Up by Voice Port Number An internal data call may optionally be set up by directly dialing the station number of the telephone instrument paired with the data device instead of dialing the number of the data terminal itself. When a data call is initiated by dialing the voice port number, the display initially shows that station number and then automatically changes to display an asterisk and the correct associated data terminal number. Data Call Set -Up with Custom Telephones A Custom Telephone may be associated with a Data Terminal Adapter (CSD only) or Data Interface Unit (all Custom Telephones) to effect a data call from a data terminal of compatible parameters. Data speeds of up to 19.2 kbps, synchronous or asynchronous can be switched internally. An outgoing data call can be set up either in the Auto Originate or the Manual Originate mode. Similarly, a called data station can answer either in the Auto Answer or the Manual Answer mode. When a data link is established, whether outgoing or incoming, the LED lamp corresponding to the Data Call button lights steadily. With outgoing calls, the display shows an asterisk and the called data terminal number. With incoming calls, the asterisk appears with the number of the calling terminal. 12- 12 Time Reminder A station user may program the system to ring back to the station at a chosen time. Optionally, a selected, pre - programmed Recorded Voice Announcement may be sent over the line to the user. If the station user does not answer the reminder call, the system will attempt another callback in 2.5 minutes. If the station is busy, the system monitors the station every 25 seconds for the next 2.5 minutes. The Time Reminder is abandoned after either two no -answer attempts or a busy condition lasting longer than 2.5 minutes. Only one time reminder may be registered from a station at a time. The registered time reminder must be within 24 hours of the registration. Transfer A station user may transfer a call to another station or outgoing trunk without attendant intervention. This feature is activated by a hookswitch flash on single -line sets or the Transfer feature button on Custom Telephones. The transfer is then accomplished by dialing the desired number. Calls may be transferred to other internal stations, to the attendant /DSS position, or to external numbers. Trunk Queuing /Call Back Display Station users may queue calls when a particular trunk busy. Trunk Queuing operates on a first -in- first -out With Automatic Ringback, the station user can either the handset on or off the hookswitch. Trunk Queuing and canceled by means of a feature button. Wall /Desk Mounting group is basis. wait with is activated Custom Telephones can be adapted for wall- mounting without the need to modify the internal telephone assembly. 1 FEATURE DESCRIPTIONS System Features These features are available on all Feature Package FI.a unless otherwise noted. Automated Attendant This feature allows some or all incoming trunks to be directed to a customized recorded announcement which allows callers to input desired extension numbers via DTI' dialpad. If the caller does not have DTNF capabilities, the call is sent to the attendant or designated answering position after a programmed time interval. Automatic Call Distribution (Feature Package F3 only) Automatic Call Distribution (ACD) provides the ability to automatically distribute incoming trunk and station calls to agents within a group bypassing the attendant. Calls are directed to the agent who has been idle the longest. If there is no idle agent in the ACD group, the terminating call is placed in the waiting queue. When an agent in the group becomes idle, the caller is-routed to the idle agent on a first -in -first -out basis. CO, WATS, FX, and DID lines may be assigned as pilot numbers to an ACD group. ACD is also activated when calls are transferred or forwarded from a station or the attendant to a pilot number. To determine the number of ACD calls waiting, a Call Waiting Indicator lamp can be programmed on the telephone or an optional external Call Waiting Indicator display panel can be installed. With the addition lof the ACD Report Manager, MIS reports can be generated for real -time monitoring of the ACD organization or printed, hardcopy reports for statistical analysis and historical and trend reporting. The system provides capacity for up to 192 agents and a maximum of 20 ACD groups. Class of Service (COS) Class of Service levels may be adjusted to deny or allow trunks, stations, and tenants to access system features. Up to sixteen levels of COS are available to the system. S Camp -On Recall (DSS /BLF) This feature flashes the light on the DSS CIP button on the DSS, indicating a camped on call is waiting to be answered. The call is answered by pressing the DSS Camp -On button. Consultation A station user may place an established call on hold and simultaneously receive a dial tone by pressing the hookswitch or Transfer button. The user is then free to place an internal or outside line to consult privately, to effect a three -way conference, or to perform an individual transfer. Data Security Calls in progress at stations assigned this feature cannot be interrupted. Camp -on is still available to a protected station, but the camp -on indication tone is not sent. The Data Security feature is used to ensure accurate, uninterrupted transmission of information from facsimile devices, data terminals, SLTs with modems, acoustic couplers, and remote maintenance connection stations. Direct -In Lines Separate central office trunks may be programmed to direct incoming calls to single -line or Custom Telephones without interception by an operator station or the Attendant Console. A particular station may have multiple Direct -In Lines, but each Direct -In Line must terminate at only one station. A direct -in call encountering a busy station which is part of a hunting group will receive hunting treatment. (If the busy station is not part of a hunting group, camp -on treatment is initiated.) Do- Not - Disturb A user may make his station appear busy to incoming callers, eliminating distractions when quiet work time is needed. Although callers receive a busy tone, the user may still originate calls. The Do- Not - Disturb feature is assigned to stations through the Class Of Service level. Do- Not - Disturb with Silent Message A user may busy out a station while also providing callers with a brief explanatory message which will appear on the calling party's LCD display. Fifty -one such messages are programmable in the system. / `i r- v 4 Call Forward to a CO The Call Forward to CO feature allow users to forward calls to outside trunks via tie lines (trunk lines) and CO (Central Office) lines. This feature works only for the registered station as the direct termination, not a forwarded destination. Call Hold - Common Common Call Hold lets Custom Telephone users retrieve calls from hold status imposed from other stations with button appearances of the same Key System line or station appearance. Call Park A station user may park a call by entering a one- to four -digit code. The parked call can then be retrieved from any station by `dialing a special access code and then the number under which the call was parked. After parking a call, a station user is free to originate or receive other calls. A parked call will automatically be returned to the parking station if not answered within a predetermined time. Call Status Display Incoming call information is supplied on the alphanumeric display if a station telephone is so equipped. With internal calls, the display informs the called party of the calling station number and call status information. With external calls, the display shows the trunk types (CO. FX, etc.), and identification number (1110, 1111, etc). Knowledge of types of incoming calls, for example, whether they are on an 800 WATS line, allows the user to answer calls appropriately. The alphanumeric display may show letters as well as numbers (A to Z, a to z, 0 to 9, and special characters). The CT -20 and CT- 30 telephones can display two lines of twenty characters, and the CSD telephone has four lines. The calling display provides user - friendly prompts to facilitate certain feature operations. Camp -On with Callback /Camp -On Recall A station user may dial an access code or press a fixed feature button (Custom Telephone) or a soft feature button (CSD) to be put in a waiting queue for access to a busy station. When the desired station becomes idle, the system automatically rings first the camp -on originator and then the desired station. This feature may be used in either off- or on -hook mode. C__1 6 Do- Not - Disturb Override A DSS console or secretarial station may be allowed to override a Do- Not - Disturb condition imposed by an internal station user. The station immediately returns to Do- Not - Disturb when the conversation is completed. The Attendant Console is allowed the Do Not Disturb Override Feature in Class of Service. Elapsed Time Stations equipped with alphanumeric displays (CS -20, CT -201 CT- 30, and CSD) are provided a running indication of time elapsed in outgoing or incoming trunk calls. The display shows call length in minutes and seconds, with the timer returning to zero whenever a conversation exceeds one hour. Exclusive Hold This feature permits station users to maintain private and exclusive access to a trunk even while the trunk party is on hold. Only the station placing the call on hold can access the held trunk again. Exclusive Hold is available for PSL /OSL (Primary Station Lines /Other Station Lines). A call placed on Exclusive Hold automatically returns to the user's station after a programmable period of time. The station instrument then receives a recall tone, an LED indication of recall, and a specification of the type of recall. The call may be answered by pressing the ringing line button. Executive Override - Limited /Full Selected station users may gain access to a busy station either by dialing an access code or pressing a feature button. A special tone warns the station being interrupted before access is permitted. This feature is restricted by Class of Service assignment. Limited Executive Override prevents stations assigned to the same Class of Restriction from breaking in on one another. Flash /New Call When operating the SBCS behind a PABX, pressing the FLASH / NEW CALL feature button while on an external call sends a Flash indication to the PABX, which allows the user to access its Flash- driven features. If the SBCS is not operating behind a PABX, pressing the FLASH/NEW CALL button disconnects the call in progress. If the call was - external, that trunk is automatically reseized; if the call was internal, internal dial tone is returned to the user. This feature may be implemented during the dialing, no answer, or busy states and during a two -way conversation, with or without a held call. 7 Flexible Button Assignment With this feature, the buttons on Custom Telephones can be programmed either for termination of any type of line circuit or for feature operation. Alterations and rearrangements'of button assignments can be accomplished via the user through the Processor Change facility. Group Pick -Up A station user may press a feature button or dial an access code to answer calls ringing at'other stations in the same pick -up group. The station alphanumeric display (if applicable) shows the called and calling station number (or incoming trunk number) and allows for more personal, more accurate call answering. Stations are assigned to pick -up groups during data base programming. Each station may be assigned only to a single pick -up group. The system provides for up to fifty pick -up groups with as many as thirty -two stations in each. Hot Line Stations Single -line or Custom Telephone stations may be programmed to ring automatically at a specific internal station whenever they are picked up. Lobby and door phones are frequent applications of this feature. Hot line Stations may optionally be programmed to accept calls and to use features such as Consultation Hold and Transfer. Up to twenty Hot Line Stations may be assigned in the Data Base. Intercom Groups Stations equipped with Custom Telephones may be placed within an Intercom Group in order to provide each user with efficient access to others in the group. The user need only press a single button (an Intercom button) and dial a one- to four -digit number to reach another station in the group. As many as ten Intercom Groups, each containing up to sixteen electronic stations, are possible. Each station may belong to only one Intercom Group. Key System Lines One or more buttons on a proprietary electronic station instrument may be programmed to give access to separate incoming or outgoing trunk lines. Users then can use these trunks by simply pressing the desired button. The same Key System Lines can be identified on up to fifty -two telephones. When a station user elects a Key System line, that trunk appears busy on all other appearances. Calls originating from Key System lines are not eligible for Least Cost Routing and SCC features. Users can answer incoming calls by selecting the button corresponding to the trunk on which the call appears. When the incoming trunk is selected, that trunk appears busy on all other appearances. S Message Waiting /Message Pickup A calling station may activate a Message Waiting lamp elsewhere in the system to let another user know a message is waiting. A message is left by entering an access code or pressing a feature button after dialing the desired station number. The user of a proprietary set can automatically dial the station that left the message by pressing the Message Pickup feature button. The user of a proprietary station equipped with an alphanumeric display can first screen and even cancel waiting messages without returning the calls. The user need only lift the receiver and press the Message Pickup button to obtain a station display showing the directory number of the calling station. Pressing the Message Pickup button, and then dialing the number corresponding to the originating station cancels the waiting message. Monitor A proprietary station user may press a feature button to place or receive a call through a telephone's built -in speakerphone *. Call progress tones, heard through the speaker, help the user to dial and complete a call. This feature is activated manually and may be canceled either by pushing the feature button or by lifting the handset. (Activation is automatic when intercom or trunk buttons are used.) G * The CT -10 phones have a speaker with no microphone, so the telephone can only be used to monitor the call progress or to receive internal pages and voice announcements. The handset must be lifted to speak. Mute A user engaged in a hands -free conversation over a speakerphone may elect to push the Mute feature button and then be free to speak privately to someone in the room without being heard by the person on the telephone. Pushing the feature button again reactivates the transmitting portion of the speakerphone. Multi- Station Appearance (See System Features) Night Service Stations, as well as external bells, may be programmed to ring when outside calls arrive after normal working hours. The Attendant Console or other station users can easily switch the system to Night Service by dialing a code or by pressing a feature button. Separate Class of Service and Class -of- Restriction conditions may be established throughout the system for day and night operations. Up to thirty -two night answer groups may be established in the data base, with each night answer group containing up to eight stations. ff-I <') 9 Off -Hook Signaling This feature alerts off -hook stations to incoming calls by a flashing LED lamp on a line button and low -level tone.-ringing. Station users may cancel and reactivate this feature (i.e., only receive a flashing LED and no ringing tone) by dialing an access code. Off -Hook Signaling can be provided on the following trunks: pooled incoming trunk lines; pooled bothway trunk lines; PSL, OSL, ICM group feature buttons; key system trunk lines; and personal /private trunk lines. Paging - Station Custom Telephones equipped with a speaker may receive paging announcements through the instrument's built -in speaker. Stations may be combined into paging zones, any or all of which may be selected to receive an announcement. Paging access is activated and routed by dialing a paging access code or pressing a programmed feature button and then dialing a paging zone code or a code for all -zone announcements. The page can be answered from any station in the system by dialing the Paging Answer Code and paging zone number. Custom Telephones are programmed into paging zones through normal maintenance procedures and the number of zones times the number of Custom Telephones per zone, not to exceed a total of 36. Paging - External This feature provides paging to station users and the attendant to page over Custom Telephones with a feature button or by dialing a feature access code and a zone number for direct access to customer- provided loudspeaker paging equipment. Nine paging zones are allowed. Personal Lines A CO, FX, or WATS line may be programmed to receive and transmit calls exclusively through a specific proprietary station. Users of such lines are thereby provided with all the capabilities of Private Lines. Calls on these lines can be transferred, conferenced or forwarded but are not subject to Least Call Routing and SCC service features. Pooled Bothway Lines The individual buttons of a proprietary electronic telephone may be programmed for direct, rather than dial, access to incoming and outgoing trunk groups. To access a Pooled Bothway Line the station user presses the appropriate button and then simply dials the external number. The LED lamp on the caller's instrument displays I -Use while the LED lamps at other stations with the appearance of the same circuit button remain idle. Incoming trunk calls ring into the trunk button. Pooled Bothway Line calls can be transferred to or conferenced with other trunks and /or stations. 1 FEATURE DESCRIPTIONS Station Features These features are available on all Feature Package Account Code /Client Billing A user calling from an electronic telephone may press a feature button or dial an access code and the account /client billing code Of up to fifteen digits at any time during an outgoing call. Instruments equipped with an alphanumeric display verify correct entry of the code. A record of the call is included in the message detail record provided through the SMDR feature. A code correction may be re- entered at any time up to the termination of the call. Only the last account code to be entered appears in the SMDR call record. Analog Modem Port This feature allows a user to originate a data call from a PC equipped with a modem via an Analog Modem port on a CT -20 or CT- 1 30. The analog modem port, located on the back of equipped CT- 20s and CT -30s eliminates the need for an additional analog line to a PC. The PC connects to the analog modem port'by an Ri -11 cable. PC keyboard dialing and the off -hook function is easily accessed by the PC's communication software. An example is an AT command such as "ATDT 9 5551212." Performing such a communication command allows the user to dial a trunk access code or a destination number. When off -hook, this port functions by sending DTMF signals to the 4DMR card. Authorization Code /Walking Class of Service By implementing this feature users may change another telephonefs Class of Service to their own Class of Service. This allows users to have all the privileges and functions that their own telephone provides at another station, without having to permanently change the functions available at that other station. This is done by entering an authorization code at the other station extension. This authorization code is also sometimes called Terminal Password. 2 Automatic Intercom (Station -to- Station Dialing) A station user may program individual feature buttons to provide one -step dial access to station numbers. The quantity of programmable station numbers is limited only by the available buttons on the Custom Telephone set. Call Announce The Call Announce feature provides the calling station with a choice of signaling options on internal calls. The call signaling option (tone ringing or voice announcing) is programmed on a system -wide basis; however, an individual station user may elect to change the system option using the Call Announce feature button. If the system calling method is programmed for tone ring signaling, the calling station can change the calling method to voice announcing by pressing the Call Announce feature button. (This feature operation requires that the called station has been programmed for voice calling.) If the system calling method is programmed for voice announcing and the called station is programmed for Call Announce, the calling station can change the calling method to tone ringing by depressing the Call Announce button. Call Announce Off -Hook This feature allows users to receive an intercom voice call via the speaker of a CT -30 while conversing using the handset or a headset. Off -Hook Call Announce works when the called station is engaged in any of the following situations: - Conversation via handset or headset - Data call via the analog modem port - Displaying ACD queue size - Call Forward All calls display - Message Waiting - Wake UP/Time Reminder - Post - selection state using a handset To respond to an Off -Hook call announcement, one simply talks in the direction of the microphone. 3 Call Forward The user may automatically forward incoming calls to a specified internal station. Three types of conditions may be stipulated for Call Forward: - All Calls - Busy /No Answer - No Answer A separate access code for each condition or, in the case of All Calls, a dedicated feature access button, activates the feature. Users of a Digital Telephone (CSD) may also invoke Call Forward -All Calls through a programmable feature button. Call Forward - All Calls can be activated together with one of the other call conditions, but it will override either of the other two. However, Call Forward - Busy /No Answer and Call Forward - Do Not Answer, cannot be assigned together. A call may be forwarded no more than two times within the system. If a Custom Telephone equipped with an alphanumeric display activates 4Ca1l Forward, the display shows the type of forwarding condition and the station number selected to receive the forwarded call. When a station with display capability receives a forwarded call, the display shows the number originally called, the calling party's number (or incoming trunk number) and an indication that the call is forwarded (via the Call Forward feature). For stations without display, a distinctive ring identifies Call Forward. Call Forward - Follow Me This feature allows users to forward calls destined to the station where they are currently. If all calls are already being forwarded elsewhere with Call Forward All Calls, canceling that function is necessary before implementing Call Forward-Follow Me. If calls are being forwarded on busy or no answer, using this feature overrides the previous function and all calls are then forwarded to the new destination. Users must have the correct Class of Service to implement this feature. Calls may be forwarded a maximum of two times within the system. Call Forward - Follow Me does not work if Do Not Disturb is registered at that station. Canceling this feature may be done by either the originating station or the forwarded destination station. This feature is not available from an Attendant Console, when Do Not Disturb is registered at a destination station, or when Call Forward All Calls is registered at the original station. Q! 4 Pilot Hunt Group - The hunting sequence for a busy station begins only when the pilot number is dialed. The pilot number is assigned as the first number in the hunt group. The hunting sequence ends at the last station in the hunt group. The pilot station is not tried a second time. Least Cost Routing (LCR) The system may be programmed to choose the most cost - effective outgoing trunk to access outside numbers. After a number is dialed, the LCR stores and examines it for area and /or office codes. The LCR then chooses the proper trunk from a programmed route table of up to ten trunk group choices. CO, WATS, FX, Equal Access Codes (lOXXX) and OCC /SCC dial -up facilities all may be included in the LCR route tables. Local /Remote Maintenance or Processor Change Local /Remote A customer's data base may be changed either directly at the system location or remotely, via the public telephone network. Processor Change, including deletions, equipment additions/ changes and diagnostic troubleshooting, may be accomplished on -site by entering commands through a Portable Maintenance Panel (PMP), personal computer with PIMP, Master Control Telephone (CT- 20, CT -30, or CSD) and /or the Attendant Console. Alternately, changes can be made through a modem connecting the Remote Maintenance Center with the system over CO lines. Multi -Digit Toll Restriction The customer may restrict the outside calls directly accessible from any station in the system. As many as sixteen Class -of- Restriction (COR) tables based on customer /operator code, area code, office code, and area /office code may be programmed. Each COR is specified on an allowed or denied basis for both day and night modes. When a station user dials an outside number, the Multi -Digit Toll Restriction feature examines the area and office codes of the dialed number, comparing them with the COR registered for the originating station. Calls attempted to restricted area or office codes are blocked and the station user is either provided with a reorder tone or diverted to the attendant. Multi- Station Appearance This feature provides the ability for Custom Telephones (CT -10, CT -20, CT -30 and CSD) to have multiple station line appearances in the system. Each station line may appear a maximum of sixteen times in the system, i.e., one primary station (PSL) appearance and up to fifteen other station (OSL) appearances. I� l 5 Privacy is inherent on all station calls; however, the Privacy Release feature may be applied to station calls for Three -Party Conferencing. Common and Exclusive Hold are applicable to both PSL and OSL appearances. I -Use indication is provided on all PSL and OSL appearances. Ringing Line Preference and Idle Line Preference may be applied to station line appearances. With the activation of off -hook signaling, incoming PSL or OSL calls will be audibly and visually indicated. Station line calls may be transferred using the appropriate transfer function or Common Hold, which allows any one station user with an appearance of the appropriate station line to answer the call. Non - Blocking Voice Path The combined technical advantages of time- division multiplexing and pulse code modulation greatly enhance the system's transmission of voice communications. Each of twelve speech highways may transmit voice or data traffic. The various voice channels in use are always separated from one another, actually taking turns being connected to a transmission line. To achieve this effect, the system's microprocessor continually samples line and trunk circuits at very high rates of speed so that, when an incoming or outgoing port requires connection, the gates ( associated with these ports can be momentarily closed. Truly non- blocking voice communications pesult. 'NXX' Office Code This feature allows numbers such as the emergency number 911 to be used as assignable office numbers. Normally, such numbers are recognized as special service codes. When this feature is initiated, N may be 1 -9 and X may be 0 -9. Phantom Station Assignment 6 Phantom Station assignment allows the designation of a phantom or secondary station number in addition to the normal station extension number. An additional 50 extension numbers can be assigned without using any additional hardware. This feature is useful when a pilot station receives and distributes all ACD calls. By designating a phantom line to the pilot, the pilot telephone may then be used by an agent. This eliminates having to install an extra telephone just for the pilot number and thereby prevents a system alarm if an extra telephone is then disconnected. Power Failure Restart The system and customer data bases will re- initialize automatically following the loss of commercial power. Provided the power loss does not last more than two weeks, all aspects of the processing configuration existing immediately prior to the loss will be restored by virtue of memory updates held in battery - protected (RAM) memory. Features temporarily activated by the customer (e.g., Station Camp -On), will have to be reinstated manually when power returns. Property Management System Interface (PMSI) 4 This feature allows the integration of selected Property Management Systems to the SBCS. As part of the interface, Maid Status enables the on -line tracking of the house cleaning service and changes in room status. Message Waiting allows the turning on and off of the message waiting lamp on a guest room telephone. Check in /out status is also provided. Recorded Voice Announcement The time a caller spends waiting on hold may be used to play a recorded announcement or advertisement while the caller waits. Up to 2 RVAC cards can be installed per cabinet and each RVAC card contains up to 56 seconds of message time. The number of messages that can be put on an RVAC card is limited by their length. Each card has fourteen blocks of four seconds, to be used in any combination. The number of RVAC cards required for an installation is based on the number and duration of announcement messages the customer wants the callers to hear. Lessor agrees to transfer to Lessee any warranties or software licenses Lessor receives from the manufacturer or supplier of warranties for the Equipment, provided that the manufacturer or such supplier permits such transfer. 6. LOCATION OF EQUIPMENT. The Equipment shall be delivered to and located at the premises indicated above and shall not be removed without the written consent of Lessor. Lessee shall pay all charges and other expenses .incurred in connection with the shipment and delivery of the Equipment to said location. All items of. Equipment shall at all times be and remain personal property notwithstanding that any such Equipment may be affixed to realty. Lessee shall, upon request, furnish Lessor with a disclaimer or subordination, in form satisfactory to Lessor, of any interest in the Equipment from all persons having an interest in the real estate to which the Equip- ment is or may be considered to be attached or affixed, and the names and addresses of the record owners of, and all other persons interested in, and a general description of, the real estates 7. REPORTS. (a) Upon the written request of Lessor, Lessee shall notify Lessor forthwith in writing of the location of any Equipment. (b) Upon Lessor's reasonable request, Lessee shall deliver to Lessor Lessee's financial statements. Lessee warrants that all credit and financial information submitted to Lessor in connection with this Lease and at any time during the term of this Lease is true, correct and complete in all details. (c) Lessor has the right to inspect and examine the Equipment from time to time during normal business hours. s. TITLE AND INTEREST, Title to the Equipment and all repairs, replacements, modifications and improve- ments shall be in Lessor as security. Lessee grants to Lessor a perfected security interest under applicable law in the Equipment and all repairs, replacements, modifications and improvements in order to secure Lessee's payment and performance of all of its obligations hereunder. 9. LESSEE CERTIFICATION. Lessee warrants that it is a state, or a political subdivision thereof.ev 4b""8906% Le i3stle 1, lw Lessee further warrants that this Lease represents a valid deferred payment obligation for the amount herein set forth, of a bona fide Lessee, having legal capacity to enter into the same, and is not made in contravention of any town, city, district, county, or state statute, rule, regulation, or other governmental provisions. Nothing here- in shall constitute a pledge by Lessee of any funds other than funds lawfully appropriated from time to time for Lessee in its budget. 10. MAINTENANCE AND USE At all times during the term of this Lease, Lessee shall, at its expense, make any and all repairs and replacements required to maintain the Equipment in good condition, reasonable wear and tear excepted, and shall use and maintain the Equipment in a careful manner in conformity with all applicable laws, ordinances, regulations, requirements and rules and in conformity with any insurance policy. Lessee's obligation to maintain the Equipment does not confer the authority to incur mechanic's or supplier's liens. 11. LOSS OR DAMAGE Loss or damage to the Equipment shall not relieve Lessee from its obligation to make payments or to perform any other of its obligations under this Lease. 12. INSURANCE At all times during the term of this Lease, Lessee shall at its expense maintain public liability and property damage insurance for the Equipment in amounts and with insurance companies satisfactory to Lessor. Lessee shall deliver to Lessor satisfactory evidence of such insurance coverage, Each policy of insurance coverage shall contain a standard loss payable clause stating that payment for loss, if any, is payable to Lessor, if appropriate, as co- insured, and shall provide for 30 days written notice to Lessor before the policy is altered or cancelled. If Lessee is restricted by law from complying with the provisions set forth above, Lessee shall make other arrangements satisfactory to Lessor. 13. INDEMNITY. (a) Lessee shall defend, indemnify and save harmless Lessor, its agents, employees and assigns from and against any and all liability, loss, damage; expense (legal or otherwise), causes of action, suits, claims or- judgments arising from injury to person or property resulting from or based upon the Equipment or its actual or alleged use, possession, condition (including without limitation, any latent or other defects not discovered by Lessee), manage - ment, control, delivery or operation by Lessee or'any other person, and Lessee shall. at its own cost and expense, defend any and all suits which may be brought against Lessor, its agents, employees or assigns either alone or in conjunction with others upon any such liability, claim or claims and shall satisfy, pay and' discharge any and all judgments, costs and fines that may be recovered against Lessor in any such actions, provided, however, that Lessor shall give Lessee `written notice of any' such* claim' or demand. TAXES. Lessee agrees that, in addition to the payments due for the Equipment, it will promptly pay, when and as due and payable, all taxes, fees, assessments and other governmental charges of any kind whatsoever, together with any penalties, fines, additions or interest thereon, levied, assessed or imposed upon or with respect to: (a) the Equipment or any part thereof, or interest in the Equipment; (b) the ordering, sale, purchase, delivery, owner- ship, possession, use or operation of the Equipment; (c) the amounts payable hereunder or the earnings arising from the Equipment (exclusive of any taxes based on net income of Lessor); or (d) this Lease, any other operative documents connected herewith or the execution or delivery of any of the foregoing. 15. ASSIGNMENT. (a) Lessee agrees not to sell, assign, sublease, pledge or otherwise encumber or suffer a lien or encum- brance upon or against any interest in this Lease or the Equipment or to remove the Equipment from its location, without prior written consent of Lessor. Lessee's interest herein may not be assigned or transferred by operation of law. (b) Lessor may not assign this Lease Agreement, or any part hereof, or any monies due or to become due hereunder. If Lessor attempts to assign this Lease Agree- ment, the Lessee shall have the option, exercisable not later than thirty (30) days after Lessee's actual notice of the assignment. by written notice to Lessor, to terminate the Lessee's obligation to make further payments hereunder. In the event Lessee exercises such option, Lessor shall be permitted to immediately enter the premises where the Equipment is located and repossess the Equipment, and Lessor shall return all sums paid by Lessee under this Lease Agreement not later than sixty (60) days after the receipt of written notice of the option exercise. Lessee shall keep a written record of the principal and interest portions of the Lease payments through a book entry system meeting the requirements of section 149 of the Internal Revenue TO 5298270 P.004 code of 1986. 16. DEFAULT. An event of default ( "Event of Default') shall occur if: (a) - Lessee fails to pay when due the full amount of any rental payment or. any other payment due under this Lease, except as provided; in Section 18 below, and such failure continues for a period of 10 days; (b) Lessee shall fail to perform or observe any covenant, condition or agreement required to be performed or observed hereunder (or under any othbr agreement between Lessor and Lessee) and such failure is not remedied within 10 days after written notice thereof is given to Lessee by Lessor; (c) Lessee or any person shall take any action looking toward Lessee's dissolution or liquidation, or if any proceeding (voluntary or involuntary) is commenced by or against Lessee seeking reorganization, liquidation, dissolution or similar relief under any present or future statute, law or regulation and such proceeding shall not have been contested by Lessee or dismissed within 30 days after it is filed; (d) Lessee attempts to remove, sell, transfer, encumber, or part with possession of the Equipment or any item thereof; (e) any representation made by Lessee in connection with the entering into of the Lease or any report or statement furnished pursuant to this Lease is untrue in any material respect; (f) an attachment, levy or execution is threat- ened or levied upon.or against the Equipment; (g) any insurance carrier cancels or threaten$ to cancel any insurance on the Equipment; (h) the Equipment or any part of it is abused, illegally used. misused, lost, stolen, destroyed or damaged beyond repair; (i) the Lessee defaults under or otherwise suffers to be accelerated any material obligation; (j) the Lessee defaults under any other agree- ment now existing or hereafter made with Lessor, or any of its affiliates; or (k) the condition or affairs of Lessee or Lessee's guarantor (if any) shall change so as, in the sole opinion of Lessor, to impair the credit risk involved. 17. REMEDIES Upon the occurrence of any Event of Default, Lessor may exercise any one or more of the following remedies as Lessor in its sole discretion shall lawfully elect in order to recover its interests and reason- ably expected profits and bargains: (a) proceed by appropriate court action, either at law or in equity, to enforce performance by Lessee of the applicable covenants of this Lease or to recover for the breach thereof; (b) cause Lessee, at its expense promptly to return the Equipment to the possession of Lessor, or enter the premises where the Equipment is located and take possession of or disable any part of or all of the Equipment, without demand or notice, without any court order or other process of law and without liability for any damage occasioned by taking possession. Lessee shall promptly pay to Lessor the amount of any deficiency; (c) terminate this Lease as to all or any part of the Equipment; (d) use, operate, re- lease,' sell or hold the Equipment as Lessor in its sole discretion may decide; (e) declare the entire amount immediately due and payable as to any or all items of Equipment, without notice or demand to Lessee; or (f) sue for and recover all payments, then accrued or thereafter accruing, with respect to this lease and any or all items of Equipment.
