SUBJECT: CONSIDER RELOCATION OF CALTRANS MAINTENANCE STATION
Background
The City Council was previously provided a copy of the Initial
Study and draft Negative Declaration for the Caltrans Moorpark
Maintenance Station Relocation Project. Comments on the Initial
Study and Negative Declaration must be submitted in writing to
Caltrans by June 30, 1992. The Community Development Committee is
expected to discuss the maintenance station project at their next
meeting scheduled for Thursday June 18, 1992.
Discussion
Staff has serious concerns related to the relocation of the
maintenance station to the proposed site adjacent to Highway 23 and
New Los Angeles Avenue. It is our opinion that the project as
currently proposed would result in significant visual, land use
compatibility. and traffic impacts. The proposed project site is
located at a major entryway to the City, and is not considered
compatible with adjacent planned land use (the Carlsberg Specific
Plan sub- regional retail /commercial site). It is a use that from
a zoning viewpoint belongs in an industrial area.
In the Initial Study, Caltrans has done a very cursory review of
alternative sites. Based on information conveyed to the Mayor by
the Caltrans District 7 Director, Caltrans has already proceeded so
far with their proposed project that other sites are not being
considered at this time.
The alternatives analysis in the Initial Study does not show any
serious attempt by Caltrans to look for an alternative site which
would avoid or minimize significant impacts to the City of
Moorpark. The Initial Study incorrectly states that City staff is
opposed to the location of the maintenance station in the

industrial park along Condor Drive. Location of the maintenance
station in that industrial area would obviously be preferable to
the proposed site at the major entryway to the City. Staff also
disagrees with the environmental conclusions regarding Alternative
1. The Alternative 1 site is owned by Carlsberg Financial
Corporation and could be acquired by Caltrans through a land
transfer with Carlsberg. It is staff's opinion that the
environmental impacts associated with the Alternative 1 site could
be mitigated.
Staff recommends requesting a public hearing to let Caltrans know
that the City is serious in regards to its concerns related to the
proposed maintenance station project.
Consistent with CEQA, the Environmental document for this project
should describe a range of reasonable alternatives to the project,
or to the location of the project, which could feasibly attain the
basic objectives of the project. The discussion of alternatives
must focus on alternatives capable of eliminating any significant
adverse environmental effects or reducing them to a level of
insignificance even if these alternatives would impede to some
degree the attainment of the project objectives, or would be more
costly. The Mitigated Negative Declaration as submitted doesn't do
this.
Following are minor editorial comments regarding the Initial Study
that staff intends to include in the comment letter to Caltrans:
Page 3, Paragraph 1 - The street located behind the existing
station is Unidos Avenue, not Diablo Street.
Page 5, Alternatives Considered - A map should be provided which
identifies the alternative sites studied.
Page 8 - The City's position regarding the various alternative
sites should be correctly addressed.
Page 10, Related Projects - Should identify that the City has
adopted the Carlsberg Specific Plan for the area located to the
west of the Caltrans proposed maintenance station site. The
adopted Carlsberg Specific Plan includes a Sub - regional
Retail /Commercial designation for the 39 -acre area west of the
proposed maintenance station site. The plan does not provide for
industrial uses or this type.

Page 19, Disruption of Planned Development and Consistency with
Community Plans - The City has made the determination that the
proposed maintenance station use is incompatible with the planned
land use for the adjacent property. The adopted Carlsberg Specific
Plan includes a Sub - regional Retail /Commercial designation for the
39 -acre area west of the proposed maintenance station site.
