Lindley, Assistant to the City ManagerIT6 DATE: June 25, 1992 SUBJECT: Consider Renewal of Contract for Transit Services with Antelope Valley Bus for FY 1992/93 Background The City currently contracts with Antelope Valley Bus for transit services. This service consists of one 21 passenger bus that loops the City every hour. The cost to the City for its transit service in FY 1991/92 was $91 ,600. The cost for services in FY 1992/93 will remain the same. The City uses Transportation Development Act funds to cover the costs of providing its transportation services. In an effort to improve the City's bus service, staff is currently working with Antelope Valley Bus to secure a bus that is in better condition than the one presently assigned to Moorpark. If Antelope can find a bus that is in excellent working order and meets the City's requirements, but is approximately the same age as the current bus, with the City's concurrence that bus will be purchased at no additional cost to the contract. If a bus of the same approximate age can not be located, a newer bus can be purchase upon the City's approval. Such a purchase would increase the contract cost. This issue does not impact the renewal of the contract which Council is being asked to consider. At the time a bus is located this matter will be brought to the Council for consideration. Staff proposes only one significant change to the service contract. That change incorporates the City's ADA paratransit program, approved by Council in January and is reflected Article 7 (Definitions) and Exhibit A (Contract for Services) of the contract. The City currently operates a fixed route system which requires that the bus stop at pre-set stops only. The system will be modified to a fixed route/deviated PAUL W.LAWRASON JR. Since the City is not increasing the number of contract hours, the paratransit program will not increase the contract cost. The Council has expressed its interest in expanding the hours the bus operates to accommodate riders utilizing the City's commuter rail station. The City received approval from the Ventura County Transportation Commission on its request for regional funds to provide the expanded service for one year. Staff will report back to Council in September for final approval of the commuter express bus service and associated contract amendments. Staff Recommendation Staff recommends that Council authorize the Mayor to sign a contract with Antelope Valley Bus, at a cost not to exceed $91,600, for transit services for FY 1992/93.
