OF BIDS FOR THE CONSTRUCTION OF THE CHARLES
STREET AND STORM DRAIN AND SIDEWALK

Last Summer the City Council considered design options (overlay,
reconstruction, etc.) for the improvement of Charles Street. At
that time staff was directed to proceed with a project design for
the reconstruction of Charles Street in a manner which retained as
many trees as possible. A project design was developed with input
from the Public Works / Facilities Committee. The final draft
design was reviewed and approved by the City Council on November 6,
1991.
Last March this project was brought to the City Council to request
authorization to advertise for receipt of bids. At about the same
time staff became aware of the existence of an abandoned
underground storage tank within the street right -of -way on the
south side of Charles Street just east of Walnut Street. Action on
advertising for receipt of bids was deferred until that matter was
resolved.
A qualified firm was retained by the City to remove the tank. On
June 18, the tank was removed in a manner consistent with the
requirements of the County of Ventura Environmental Health
Department.
The tank in question turned out to be a one thousand gallon (1,000
ga.) tank. The contents, consisting of several hundred pounds of
sand, were removed from the tank and disposed of by the contractor.
Soils samples were taken from the area around and under the tank to
be tested for any residual petro - chemical fuels or other possible
pollutants. The results of those test are expected to be available
prior to the July 1 meeting. It is anticipated that the test
results will be negative and that no additional remedial efforts
will be required. If the test results turn out to be positive,

this item should be continued to the July 15th meeting,
have returned from vacation, so that I can address the requirements
of any remedial action necessary.
DISCUSSION
A. Project Des*
The limited funds available do not permit the construction of
the entire project at this time. The project has, therefore,
been separated into phases. Phase I construction will extend
from Moorpark Avenue to a point just east of Bard Street.
Further details on the design criteria is set forth in the
November 6 report.
The storm drain plans include the installation of 24" and 34"
reinforced concrete pipe between Bard St. and Walnut St. This
drain includes catch basins and appurtenant laterals to improve
collection of the surface run -off. The new storm drain will tie
into the existing 71x 6' reinforced concrete box drain, at
Walnut St.
Street improvements include: new curb & gutter, sidewalk, cross
gutters, new handicap ramps, new driveway aprons, striping, tree
wells and root guards, and the relocation and adjustment of in-
terfering utility structures.
Some key project design elements are discussed in more detail as
follows:
1. Due to the elevation difference from the north parkway to the
south parkway, different curb heights are proposed. The
northern curb will be 8" high and the south curb will be 6"
high. The cross slope of the street will also be different
on the north side than the south side. To provide positive
drainage to the gutters from both the centerline of the
street and from the parkways, the cross slope of the north
side of the street will be 1.5% and the south side will range
from 2 % -3.4 %. This is in the range of acceptable practice in
such conditions where common elevations on each side of the
street are not feasible.
2. The design attempts to salvage all trees where practical.
Two trees however have been targeted for removal because of
conflicts with the improvements. Five new trees are to be
planted as shown on the plans. Tree wells and mounding of
earth around the trees is required where elevations are a

problem. It is also necessary to bend the curb around one
very large tree in front of 171 Charles St. to salvage the
tree. (Some tree trimming and perhaps even additional tree
removals may be required if root pruning, required for the
improvements, impair the health of the trees.)
Please note that the engineering plans and specification for
this project were distributed to the City Council with the March
25 staff report.
B. Fiscal Impact
1. Project Cost Estimate: The following is a summary of the
estimated total project costs for the Phase I street
reconstruction.

2. Project Funding: The Proposed Budget for FY 1992/93 shows
the funding for this projects as follows:

Staff is working with the County to revise the CDBG funding
for this project to cover all or most of project costs. It
is anticipated that a determination on this matter will be
received prior to the date the City Council considers the
bids.

Staff recommends that City Council approve the project design plans
and authorize staff to advertise for receipt of bids for the
subject project.
