As Chairman of the State Board of Equalization Sub - Committee on Aerospace Refunds, I'm
concerned about the dollar loss this will have on your city. In March of 1990, the Court of Appeal
affirmed the judgement in Aerospace v. State Board of Equalization (218 Cal.App. 3d 1300) requiring
California cities to refund sales tax collected from aerospace companies.
Every city in California will be impacted. The Board has received 317 claims for refund from
individual United States defense contractors. Current estimates are that approximately $222 million
must be paid by California cities, counties, and transportation districts. The state's share will be
approximately $607 million. The attached list shows the geographical dispersion of the cities
impacted by audits completed and substantially completed to date.
On June 10, 1992, I met at the White House with Mr. Clayton Yeutter, the President's chief
domestic advisor, Mr. Bob Grady, Deputy Director of the OMB, Senator John Seymour, and others.
We continued our ongoing exploration of possible alternatives to lessen the impact of aerospace
refunds on California. During the course of our meeting, the federal government expressed a
willingness to consider stretching out payment of aerospace refunds over a period of 10 years.
Many cities have said, "Call on us when you need help." Now is that time. Between now
and the end of this week, please send a letter of support to Senator Seymour. Your letters are needed
to show strong support among California's cities for the concept of a 10 year pay back procedure.

The following is a ap rtial list of cities that will be impacted as a result of the Aerospace
decision. This list was based upon a review of less than 100 completed or substantially
completed audits of Aerospace firms. This list contains no magnitude of the impact faced by
each of the cities listed.
A total of 317 Aerospace firms have filed claims far refund. The majority of those audits have
not progressed to a point where we can identify with certainty which cities will be impacted.
Undoubtedly, as we complete additional audits of Aerospace firms, the list of cities and
counties impacted will grow.
