SUBJECT: Consider City Bus Fare Increase
Summary
Council is being asked to consider an increase to the City's bus
fare, from the current rate of $0.50 to the proposed rate of $0.75.
Background
The City of Moorpark began its transit service in January 1989.
The service consist of a single bus which makes a loop of the City
every hour. When the services was first established the bus fare
was $0.50 for a one way ride. The bus continues to operate with
the same bus fare.
The cost of transit service for FY 1991/92 was $91,600 and if there
are no significant changes, the City can anticipate the same cost
for FY 1992/93. The revenue to fund the transit service comes from
bus fares and the City's local Transportation Development Act
allocation. In 1991/92 staff estimates that the total bus fare
collected will be $4,700. TDA funds will cover the remaining
$87,100.
Bus fares account for only 5.1% of the City's total cost to provide
the service; (fare box return). The guidelines that regulate the
use of TDA funds state that the City must, within three years,
operate at a level that provides for a fare box return of 14.9 %.
For the City, that three year period ends in 1992/93. If the City
is unable to reach the mandated fare box return it will jeopardize
its future use of TDA funds for transit. The fare box return set
by the State far exceeds the City's current fare box return.

Increasing the one way fare to $0.75 will not sufficiently increase
the City's fare box return. However, in combination with an
outreach program (staff continues to study the feasibility of a bus
pass) and the addition of the new commuter express bus service, the
City hopes to be able to satisfy the TDA guidelines for the next
three years.
The proposed increase is consistent with the other east county
cities and the County who currently charge riders $.75 for one -way
fare.
This issue was review and
Transportation Committee.
Recommendation
approved by the City Council's
Staff and the Transportation Committee recommend that Council
approve the increase in the one way bus fare to $.75 for 1992/93,
effective August 3, 1992.
