DATE: SUBJECT: '.'OORPARK, CALIFORNdiA City Council Mooing of 199 ACTION: By, / July 10, 1992 ( meeting of July 15, 1992 ) Final plans and specifications for the site improvements at the Arroyo Vista Community Park On July 1, 1992 the City Council received and reviewed a staff report discussing the proposed site improvements including the project schedule and fiscal impacts. At that time Council authorized staff to advertise for the receipt of public bids. Plans and specifications, in the final form, were not available at that time and were to be submitted to Council at a later date ( July 18t, staff report attached) . Submitted for your review are final plans and specifications for the site improvements that will be publicly bid. Bids will be opened prior to the 8 -19 -92 Council meeting. If there are any desired changes to be made to these plans and specs should be made now and can be handled through an addendum to bidders prior to the bid opening. RECOMMENDATION 1. I� G• 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 MEMORANDUM TO: The Honorable City Council FROM: Ken Gilbert, Director of Public Works Dirk Lovett, Assistant City Engineer DATE: June 24, 1992 (Meeting of 7 -1 -92) SUBJECT: Authorization to Advertise for Receipt of Bids for the Construction of Site Improvements at Arroyo Vista Community Park BACKGROUND The City has retained the services of a building architect and a landscape architect to prepare designs for the construction of Phase I improvements to Arroyo Vista Community Park. Phase I improvements to the park will be located on the westerly 1/2 of the park property. The designs being prepared for this area include two improved parking lots, one temporary parking lot, two tot lots, two softball fields, a community building and gymnasium, an open turf area for soccer fields and other field sports, and other related improvements. To prepare for this construction, it is necessary to construct certain site improvements including rough grading, storm drain, sewer, water, streets, and final-site grading improvements. DISCUSSION A. Project Design 1. Rough Grading: A rough grading plan has been prepared for the entire park site. The Phase I area is to be graded to final elevations at this time. The design provides for a fairly level area on the easterly portion of the Phase I improvements to allow for the lay out of a maximum number of soccer fields. A future phase of construction will construct a third softball field just east of the two proposed for Phase I. It is anticipated that this grading process will require moving earth from the easterly end of the park site. When completed, this undeveloped area will be left in a fairly level condition to allow for the possibility of an interim agricultural use. PAUL W. LAWRASON JR JOHN E. Site Plan: The site plan will provide all finish grades and appurtenant drainage devices in conjunction with the final plan. 3. Storm Drain: Storm drains will be constructed to gather all of the storm water from the site and convey it to the Arroyo Simi. 4. Sewer: One of the stipulations of acquiring the park property from Urban West Communities (UWC) was that UWC was to provide a sewer line to the property. UWC is obtaining final approvals for the construction of a sewer line under the Arroyo Simi to the northwest corner of the park property. The subject design project provides for the construction of a sewer line from that point of connection to points of connection for the Community Building and park rest room. The designs for these connections will be provided by the respective design consultants. 5. Water: An eight inch (811) water main will be constructed to provide a domestic water supply to the park. Although the primary source for irrigation water will be the on -site water wells, a secondary connection to this water main will be included in the landscape design. 6. Street: Access to the park will be provided by an access road being constructed from Tierra Rejada Road to the north west corner of the park by UWC. The subject design provides for the construction of a street from that point to serve the park. The improvement plans call for curb and gutter and 40 feet of paving. Phase I construction of this road will terminate at the temporary parking lot near the softball complex. A graded dirt road will continue easterly to allow maintenance access to the water well site. Sidewalk and handicap ramps will be provided along the south side of the access road up to the first parking lot. The landscape design will extend sidewalks from that point into the park. 7. Plans & Specification: The plans and specifications are in the final stages of preparation. A draft copy will be provided to the City Council as soon as they become available. B. PROJECT SCHEDULE It is anticipated that construction of the subject site preparation will begin in September. Arroyo Vista Community Park Site Improvements July 1992 Page 3 .. 1. Site Improvement Cost Estimate: The Engineers estimates for Phase I improvements is as follows: GRADING $227,850.00 STREET 80,350.00 SEWER 30,855.00 STORM DRAIN 268,521.00 WATER 58,110.00 SUBTOTAL $665,716.00 CONTINGENCY 10% 66,284.00 TOTAL $732,000.00 2. Project Funding: The funding source for this project is the Community Zone of Fund 05. D. SCHEDULE The bid opening is scheduled for August 10. Consideration of bid by the City Council is set for August 19. Construction of the project should commence in September. --_ I • It has been the practice of the City Council to approve the plans and specifications for projects prior to authorizing staff to advertise for receipt of bids. In order to meet the accelerated time schedule proposed for this project, it is recommended that the City Council grant authorization to advertise at this time prior to City Council review of the plans and specifications. It is the intent of staff to provide these documents to the City Council for approval on July 15, 1992. If subsequent to this review it becomes necessary to make any substantive revisions to the plans, an Addendum can be prepared and provided to plan holders prior to the bid opening.
