SUBJECT: Consider Approval of the Design Plans for the
Construction of the Rail Station Parking Lot
Summary
The City is in receipt of the design plans for the construction of
the Moorpark Rail Station parking lot which are posted in the
Council's conference room for review. Staff is requesting that
Council approve the plans and authorize construction.
Background
On March 26, 1992, City Council approved an amendment to the City's
agreement with the Southern California Regional Rail Authority
( SCRRA) to include the design and construction of the rail station
parking lot facilities at a cost not to exceed $536,000. On April
29, 1992, Council approved a cooperative agreement with Caltrans
for the construction, maintenance and operation of a park -and -ride
lot. This agreement includes a financial contribution by Caltrans
in the amount of $300,000.
Staff proposes that the City improve the existing parking lot on
High Street, north of the railroad tracks and develop the vacant
area directly south of the tracks as the park- and -ride lot. The
vacant area adjacent to the existing parking lot, directly on High
Street, could be used by the City for additional parking in the
future or commercial purposes. The estimated total number of
parking spaces currently under consideration is 200.
SCRRA is currently negotiating final costs for the parking lots
with the contractor who will be constructing the City's rail

platform. Without future Council action, design and construction
costs will not exceed the previously approved $536,000. Caltrans
will provide $300,000 and the City will be responsible for the
remaining $236,000. Staff proposes that the City's share be funded
as follows: $48,000 in TDA, $36,000 in STA and $152,000 from
City's Traffic System Management fund (TMS).
This funding configuration is slightly different from the
configuration approved in the 1992/93 budget which had a larger
share of the expenditures from TDA funds. The reason for utilizing
the maximum in TSM funds for the rail station is to conserve TDA
funds for Tierra Rejada Road widening project. The current balance
in the TSM fund is $52,000 and staff anticipates that an additional
$100,000 will be deposited by K -Mart within the next five months.
At the time the funds must actually be expended, staff will return
to Council to request a formal budget change.
Recommendation
Staff recommends that Council approve the design plan for the rail
station parking facilities and authorize construction.
