SUBJECT: CONSIDER ADOPTION OF RESOLUTION NO. 92 -W RESCINDING
RESOLUTION 91 -779 AND AMENDING THE RULES OF PROCEDURE FOR
COUNCIL MEETINGS
BACKGROUND
At its meeting of July 1, 1992, the Council requested an amendment
to the Rules of Procedure for Council meetings to allow public
comment during the discussion of an action /discussion item
appearing on the City Council agenda. The Council decided upon a
three month trial period for the amended Rules of Procedure.
The Council requested the following criteria be used in amending
the Rules of Procedure to allow for the new practice:
1. All speakers, including applicants or others with a special
interest in the item, be limited to three minutes.
2. The Council to follow the practice of holding
comments/ questions until the conclusion of all public comment
on the item under discussion.
3. All speakers to address the chair and maintain proper decorum.
4. Speaker cards to be submitted prior to the beginning of the
action /discussion portion of the agenda.
5. Speakers under public comment, Number 6 on the agenda, to be
allowed to address items not listed on the agenda and items
listed on the Consent Calendar only.
Sections 2.7, 2.11, 6.3 and Section 13 of the attached draft
resolution have been revised to address the new procedure and the
criteria requested by the Council if not already addressed by
current sections of the Rules of Procedure. New language is
highlighted and deleted language is noted by "strikeout ". As there
is no "sunset clause" in the proposed resolution, should the
Council decide to return to the previous rules of procedure after
the trial period, a new resolution would have to be adopted.
RECOMMENDATION
1) Adopt Resolution No.92-80 rescinding Resolution No. 91 --779
and amending the Rules of Procedure for Council Meetings;
2) Schedule a follow -up discussion for the December 2, 1992 City
Council meeting to review the results of the three month trial
period.
