SUBJECT: Consider Authorization to Advertise for Receipt of Bids
for the Construction of Charles Street Storm Drain
Street and Sidewalk Improvement
OVERVIEW
This requests City Council approval to authorize the advertisement
of bids for this project.
BACKGROUND
PW Environmental (PWE) was hired to remove an underground storage
tank (South side of Charles Street, East of Walnut Street) and
perform a soils test at the site location. PWE informed City staff
that a small trace of lead was discovered in one of the dirt piles.
Once PWE completes the soils report, they will submit the report to
the County. PWE is confident that the County will approve /pass the
results. County approval or denial may take one week, or a couple
of months (depending on the personnel available).
DISCUSSION
This project has been delayed for approximately two months as a
result of the investigation required of the subject tank. Staff
recommends proceeding with the bid advertisement in anticipation of
either a favorable action by the County Environmental Health
Department or a remedial plan that will not result in further delay
of the project. Staff proposes a 90 day period for bid award (60
days is the usual period) to allow the City additional time to act
on the award if needed. Assuming a favorable action by County
Environmental Health, the earliest date for bid award by the City
Council would be August 19 or September 2. This would allow for
start of construction in September 1992.

1. Direct staff to contact the County Environmental Health
Department to obtain a decision at the earliest possible time;
and
2. Approve the plans and specifications and authorize the
advertisement for bid with a 90 day period for bid award
consideration by the City.
