SUBJECT: Consider Report on Proposed At Risk Youth Program.
Summary
At the joint meeting between the City Council and the Moorpark
Unified School District, Council requested additional background
information on the proposal currently being developed by the
Council Committee on At Risk Youth. Staff is requesting that the
Council approve the Committee's proposal and authorize draft
agreements between the City, MUSD, and El Concilio.
Background
Pursuant to Council's May 17, 1991 direction, the Council Committee
on At Risk Youth (Mayor Lawrason and Councilmember Perez) formed an
Ad Hoc Committee comprised of community and civic organizations and
MUSD. The Ad Hoc Committee conducted two public meetings on "at
risk" youth to identify the needs of the community. As a result of
the public workshops, one in which E1 Concilio participated, El
Concilio presented the Ad Hoc Committee with a proposal to provide
youth programs designed to involve "at risk youth" with the
objective of diverting them from gang activities.
While the Council Committee's original direction was to design an
in -house city youth program which would include a part -time Youth
Outreach Coordinator, E1 Concilio's proposal demonstrated that the
funds allocated by the City for an "at risk" youth program would
have a far greater impact if combined with the agency's ability and
willingness to secure grant funding. Once E1 Concilio's proposal
appeared to be a feasible alternative to the City's original
direction, the Council Committee began discussions with MUSD
regarding financial and operational support.

In summary, E1 Concilio's proposal, called Project Pride, is
designed to target "at risk" youth with the goal of engaging them
in constructive activities, instilling pride, and involving parents
and the community. Their final proposal evolved as a result of
many meetings between the Council Committee, MUSD, and E1 Concilio
in an effort to develop a program specific to the needs of
Moorpark. The activities targeted at "at risk" youth include an
academic tutorial program for grades 1 through 12, weekly
enrichment activities, two -day growth experience camp -outs, and a
youth leadership conference. Project Pride would also provide
opportunities for parents to receive on -going parenting skills
training as well as family needs assessments and information and
referral services.
The estimated total first year annual budget for Project Pride is
$94,800. E1 Concilio, with its experience in securing grant
funds, will provide approximately $54,000 toward the program's
operations. The City's share of the costs will be $20,000 and the
school district will contribute $8,000 in cash and $12,800 in in-
kind services.
If approved by Council, the City will need to draft agreements with
MUSD and E1 Concilio. The agreements should identify the City as
the lead agency, list the responsibilities and commitments of each
party, provide for continual program evaluation, and allow for a
second year.
Recommendation
Staff recommends that the Council:
1. Approve the Council Committee on At Risk Youth's proposal
for a program to target "at risk" youth;
2. Direct the Council Committee and staff to draft a
cooperative agreement with MUSD and a contract with E1
Concilio for Project Pride for Council consideration on
August 18; and
3. Direct the Council Committee and staff to obtain two year
commitments from MUSD and E1 Concilio for program funding
and operation.

MOORPARK. PROJECT PRIDE
1992 PROPOSAL
Moorpark Project Pride is a community based youth violence and
delinquency program. The program is designed to address the current
gaps in programs targeting "at risk" Moorpark youth as reflected in the
City of Moorpark Gang Forum report of August 13, 1991.

To provide a proactive community -based approach towards addressing
the issues of "at risk" youth and their families residing in the City
of Moorpark to include: after - school academic assistance; parenting
skills workshops; culturally relevant leadership development
activities; community awareness workshops; and pre - employment
preparation.
Objective
1. To develop and provide direct after - school tutorial services to
identified and referred "at risk" students from the Moorpark
Unified School District and service agencies. and to coordinate and
provide in collaboration with other service agencies. weekly Friday
Cultural Enrichment activities to students enrolled in the program.
Activities
1. To provide academic tutorial services to 30 students
grades 1 -8, 1 hours per day 2 days per week each.
To provide academic study team sessions to 30
students grades 9 -12, 2 hours, 2 days per week each.
3. To offer all participating students Friday Cultural
Enrichment activities at 2 hours per week each.
Objective
2. To organize, in coordination with and with support from other
community based organizations, services agencies and educational
~' institutions; activities which promote: proactive alternatives to
addressing issues of .youth violence; community -wide communication;
individual and community development; and youth delinquency.

Activities
1. To coordinate two 2 day personal growth experience camp -outs
for no less than twenty -five (25)) "at risk" Moorpark Jr.
high and high school youth (July and August 1992).
2. To include twenty -five (2S) "at risk" Moorpark youth to
participate in the E1 Concilio /CSON Spring Youth Leadership
Conference (March 1993).
3. To provide bi- monthly parenting skills training workshops with
no less than 50% participation from the parents of ,youth
participating in Project Pride. Workshops will also be open
to all parents and individuals residing with -in the City of
Moorpark interested in participating (on going).
4. To provide individual and family needs assessments and
information and referral services for all participants and
their families, as needed or requested (on- going).

3. To assist the City of Moorpark. Moorpark Unified School District
and the community at large in the process of ongoing evaluation
and assessment of this and other programs /projects which benefit
,youth and their families.
Activities
1. To sponsor two (2) community forums throughout the year to
review status of program, share information and nurture
on -going collaboration (September. February).
2. To develop opportunities for the City of Moorpark and Ventura
County law enforcement, staff and representatives to
participate in program activities, events and meetings as
volunteer tutors, chaperones, precentors, and organizers.
3. To work with the City-of Moorpark and Moorpark Unified School
District staff in implementing a successful program of
outreach, referral, service and evaluation (on- going).
Community Outreach
Ongoing community outreach is a key component towards insuring the
maximum effectiveness of Project Pride. Community outreach will entail
efforts to recruit youth participants in local activities and
volunteers, to maintain a generally high level of community awareness
of the project and its progress. Outreach will therefore include: 1.)
presentations and individual meetings with school administration and
staff. 2.) ongoing meetings with law enforcement representatives, 3.)
presentations to such non governmental groups, such as: ,youth groups
(on campus and in the community) parent groups, service clubs, business
and professional associations, and community college student and
personnel organizations, 4.) individual and group contact with youth at
locations in the community most frequented, and 5.) the desimination of
information through printed and electronic media, ie. public service
announcements, flyers, and posters.
