Efficient Traffic Signal Management Program Grant
Application
OVERVIEW
This report requests adoption of a Resolution to authorize a grant
application (Exhibit 1) .
BACKGROUND
The Fuel Efficient Traffic Signal Management (FETSIM) has been
providing grants to local agencies for the past ten years. The
funds from these grants have been applied toward the cost of either
local agency staff or consultants for retiming signal systems using
the latest computer tools. The funding source over the years
(except for the initial grant cycle) has been the Petroleum
Violation Escrow (PVE) account administered by the U. S. Department
of Energy. The funds in this account have come from fines levied
against oil companies for overcharging consumers for motor and
heating oil products in the late 1970's and early 1980's.
Remaining funds in this account available for the State of
California are very limited and will probably be exhausted in a few
years. Caltrans will be seeking some of the remaining PVE account
funds available to California for the FETSIM program. For the 1993
grant cycle, grant awards of $500 per signalized intersection are
available to partially fund the required local staff or consultant
resources necessary to complete a FETSIM project. It is
anticipated that staff will use Caltrans traffic engineers to
perform the work. The City will incur no net cost.

DISCUSSION
Staff submitted a FETSIM grant application proposing traffic signal
interconnects along Los Angeles Avenue. The application requested
funding for the implementation of fuel efficient signal timing
plans along eight (8) intersections as follows:

As part of the grant application, local agencies are required to
adopt a resolution which authorizes the submittal of the
application and execution of the agreement.
RECOMMENDATION
Adopt Resolution No. 92-- 87 , authorizing the Fuel Efficient
Traffic Signal Management Grant Program Application.
