SUBJECT: CONSIDER BIDS FOR REPLACEMENT OF SIDEWALK AND STREET
TREES AT VARIOUS LOCATIONS
OVERVIEW
This presents a summary of the bids received for the subject
project and recommends selection of a contractor for said
construction and repair.
DISCUSSION
A. Background
In certain neighborhoods of the City, street tree roots have
caused significant damage to sidewalks. Funds have been
appropriated in the current year budget for this work.
B. Scope of Work
The purpose of this project is to replace curb, gutter,
sidewalk and trees at certain locations throughout the City
where existing improvements are either substandard or missing.

C. Fiscal Impact
The following displays current budgeted amounts and project
contract costs for this project.

D. Bid Summary
On July 27, 1992, bids were received, opened and tabulated. A
summary comparison of the bids received is attached as Exhibit
A.
E. Bid Withdrawn
In addition to the bids listed in Exhibit 'A' , a bid was
received from the firm of Gansek Construction. This bid was
for an amount significantly lower ($26, 629.08) than the
Engineer's Estimate or the other bids submitted. Subsequent
to the bid opening, the owner of the firm discovered an error
in his bid calculations. He has, therefore, requested
(Exhibit B) that he be permitted to withdraw his bid. In the
opinion of staff it would be in the best interest of both
parties to grant this request.

F. Qualification
The apparent lowest responsible bidder is Greg Quigley
Construction of Moorpark, California. The bidder possesses
the proper contractor's licenses and is experienced in
construction of the type of work required. Inquiries made to
previous employers have been favorable. This Bidder has
confirmed that prices bid are accurate and has stated interest
in proceeding with the project.
G. Schedule
It is anticipated that construction will begin by September 7,
1992 and be completed within 30 working days.
RECOMMENDATION
Staff recommends that the City Council take the following actions:
1. Award a contract to Greg Quigley Construction for the
subject project, in the amount of $35, 868 . 88.
2 . Approve a ten per cent (10%) contingency and authorize
the City Manager to approve additional work, if required,
not to exceed said contingency.
3 . Authorize the Mayor to sign necessary contract documents.

following reason.
1: Error in unit price cost.

& no penalty or any other expenses charged to Gansek Construction.
