SUBJECT: Consider City Grant Application to the Ventura County
Area Agency on Aging, ( "AAA"), for A Senior Coordinator
Position
The following report requests that the City Council direct staff to
apply for the AAA Grant monies available to pay for the costs of
staffing the Senior Center.
Background
At the July 15, 1992, Council meeting, staff was directed to pursue
the options available for the eventual City assumption of Senior
Center responsibilities. One factor of this process includes the
City's ability to assume responsibility for the grant that
currently funds interim assistance at the Center (which began on
July 28, 1992).
The current situation funds staffing at the Center via a
subcontract relationship between the Moorpark Senior Citizens,
Inc., ( "Club "), and the City. The permanent solution is for the
City to assume direct responsibility of the grant.
Discussion
AAA has never been through a process where one agency is exchanged
for another for the responsibility of carrying out the same
responsibilities under the grant as originally considered when the
grant was first awarded, (re- assignment). AAA has consulted County
Counsel, and as a result has asked that the Club terminate their
grant, and that the City re -apply for the same funds.
Per AAA's request, the Club has written to the City and AAA
acknowledging their desire for the City to be awarded the grant.
AAA representatives stated that this transaction is a formality at
this point, because it is unlikely that other agencies will be
applying for these funds.
The new grant to the City must be approved by the Board of
Supervisors. Therefore, processing the exchange of
responsibilities may take until October 6 to complete, (which is
the first scheduled meeting date for the Board of Supervisors in

October). As proposed, the termination of the Club /AAA
relationship and the initiation of a City /AAA relationship would
occur at the same Board of Supervisor's meeting, in an attempt to
avoid a gap between the effective dates of each transaction, and
therefore a gap a in funding.
It is therefore requested that the City Council direct staff to
pursue the application for these grant funds as soon as possible in
order to attempt to avoid further delay in this process.
Recommendation
That the City Council direct staff to apply for the AAA Grant
intended to sponsor staff support at the Senior Center.
