Gilbert, Director of Public Works DATE: August 18, 1992 (Commission Meeting 8- 19 -92) SUBJECT: Formation of Assessment District 92 -1 Attached are three staff reports from the Assistant City Engineer introducing the three resolutions pertaining to the formation of the subject Assessment District. Those reports and resolutions are summarized as follows: 1. A resolution making certain professional appointments responsible for implementing these actions. [Please note that Exhibit 'A' to this resolution is an Agreement between the City and Burke, Williams, Sorensen relative to Bond Counsel Services.] 2. A RESOLUTION OF THa CITY COUNCIL OF THE CITY 07 ;r;OORPARK MAKING CERTAIN PROFESSIONAL APPOINTMENTS FOR ITS ASSESSMENT DISTRICT NO. 92 -1 AND DIRECTING THAT CERTAIN ACTS BE TAKEN IN FURTHERANCE OF THE DISTRICT'S FOR- ATICN. The City Council has initiated proceedings to form Assessment District No. 92 -1 for the purpose of constructing public improvements associated with CPD 89 -1 and CPD 89-2. ANALYSIS The a-t�tac ed resolution No. 92- makes the following appo'_ntme.:ts with respect to the Formation of the assessment district: 1. Charles Abbott Associates is the Engineer of Work and will perform all engineering work necessary in and for the =roceedings, including preparation of the description of imr,rcveme ts, the boundary map, and the estimate of costs and the ;!--sse_sment Diagrams. 2. Burke, Williams, Sorensen & Gaar, Attorneys at Law, wi,l act as special counsel with respect to the assessment proceedin3s and will perform all legal work relating to said asseSsme : :: proceedings. As there are several undeveloped properties in the vicinity of CPD :? -1 a-d CPD 89 -2 that will benefit from these improvements, the -�°velc :ers, Ventura Pacific Capital and Macleod Construction have subm = =ted a petition requesting that the City initiate proc_ -adincS to form an assessment district which includes these vaca-= prc= erties for the purpose of constructing the required publ -:: improvements. The property owned by Ventura Pacific Capi_ -al ar..J Macleod Construction represents approximately 67% of the =and a_ea within the proposed assessment district. A list of the ::roper--y owners in the proposed assessment district is attached.
