Consider Creation of a Senior Citizen Advisory
Committee
At the City Council meeting of September 16, the City Council
took action which terminated the Senior Center Lease Agreement,
effective October 1, 1992. As part of the transition process,
staff is currently recruiting a senior citizens coordinator as
well as taking the necessary administrative steps to transfer
equipment and programming to the City.
The City Council discussed the merits of appointing a Senior
Citizen Advisory Committee -to work with staff in selecting and
planning programs and activities for the community's senior
citizens. The Public Works and Facilities Committee
(Councilmembers Montgomery and Wozniak) has reviewed the
attached proposal which outlines a purpose statement,
organizational design, and guidelines for a Senior Citizen
Advisory Committee. With their modifications, this outline is
presented tonight for full City Council endorsement.
Following Council action, staff will begin to prepare
application forms and advertise for committee positions, to be
reviewed and appointed by the City Council.
RECOMMENDATION
Approve the Senior Citizen Advisory Committee Guidelines as
presented.

SENIOR CITIZEN ADVISORY COMMITTEE GUIDELINES
COMMITTEE PURPOSE
The City of Moorpark Department of Community Services
has established a Senior Citizen Advisory Committee for
the purpose of assisting in the development of programs
and activities of interest to local seniors. The
committee, which is appointed by the City Council, is an
extension of the department and helps facilitate
communication between City staff and senior adult
participants (age 60 and over).
COMMITTEE ORGANIZATION
The committee is composed of five members who serve for
two year terms.
Interested seniors may make application with the
Department of Community Services. Applications are due
by of the year; new appointments are
effective the first meeting of
Appointments are made by the City Council after a review
of the applications.
Meetings are held monthly, generally the first Monday of
the month at am /pm, at the Moorpark Senior
Center. Meetings are open to all interested
participants. The committee will elect from among
itself a chair and vice - chair. City staff will attend
all meetings and provide administrative support to the
committee.

COMMITTEE DUTIES
1. Assist in the selection and planning of activities
and programs of interest to seniors, including
special events and holiday programs, by bringing
forth ideas and suggestions.
2. Serve as program host /hostess by encouraging other
seniors to participate, assist with activity
registration and - related program details.
3. Advise community services staff as to specific and
changing needs of participating and non-
participating sen -fors so that appropriate
activities may be scheduled.
4. Assist with program surveys and evaluations.
5. Assist with dissemination of public information of
interest to seniors through word of mouth and by
actively participating in programs.
-- 6. Provide liaisons with various community
organizations that offer programs and services to
seniors by bringing outside information to the
Center.
7. Discuss and make recommendations to staff as to
policies and procedures related to the operation
and scheduling of the senior center.
8. Provide annual report to City Council.
