SUBJECT: Authorization to Advertise for Receipt of Bids
for the Construction of an Asphalt Overlay on
Peach Hill Road and on Tierra Rejada Road
OVERVIEW
This requests authorization to advertise for receipt of bids for
the construction of an asphalt overlay on certain streets.
BACKGROUND
1. The last overlay project was constructed in early 1990. The
focus of that project was the downtown streets of Millard, Harry
and adjacent streets.
2 . In October of 1990 certain streets were identified as possible
candidates for an asphalt overlay. In February of 1991 the City
Council approved a contract with BTC Labs to perform core sample
analysis on the following streets:

B. Peach Hill Rd Mesa Verde to Wm Ranch Rd
C. Peach Hill Rd Mesa Verde to Spring Rd
D. Spring Rd Peach Hill Rd to Bridge
E. Spring Rd Peach Hill to Tierra Rejada
F. Flory St Third St to L. A. Ave.
3 . The four-lane segment of Tierra Rejada Road at the east end of
the City was selected in order to accomplish this street
resurfaced at the same time or prior to the construction of the
Tierra Rejada Road Widening project immediately to the west.
Since then, the County of Ventura has completed the overlay of
Tierra Rejada Road just east of the easterly limits of this
project.

4. The pavement analysis was completed in April of 1991. In
June of 1991, the City Engineer was retained to review the
above pavement analysis information for the purpose of
developing a proposal for the preparation of a design for an
Asphalt Overlay of Items A, B & C above. Later the City
Engineer was retain to prepare this design. The design is
now complete.
5. At one point a portion of this project was considered a
candidate for federal funding under the Surface
Transportation Program (STP) . It was later determined that
this funding source was not immediately available. Efforts
to obtain this funding source caused some delay in finalizing
the design.
6 . In September a report was sent to City Council requesting
authorization to advertise for bids for this project. The
matter was referred to the Public Works / Facilities
Committee for review.
DISCUSSION
A. Public Works / Facilities Committee
At their meeting of October 5, the Public Works / Facilities
Committee discussed a number of possible candidate streets to
be considered for an asphalt overly. They include those
listed above plus the following:
• Old Los Angeles Avenue (East of College View)
• Spring Road; and
• Poindexter Avenue.
After conducting a field investigation of many of these
streets, the Committee recommended that the project initially
considered move forward with the following modifications:
a - that Tierra Rejada Road be given first priority;
b - that the design for the Peach Hill Road overlay be
structured to allow flexibility in the award of a
contract noting the following priority:
1 - Christian Barrett to Mesa Verde
2 - Mesa Verde to Bella Vista
3 - Bella Vista to Spring Road.
The Committee also recommended that staff proceed with
pavement analysis and a preliminary design for the overlay of
other streets requiring pavement resurfacing.

B. Project Design
The asphalt overlay design for both elements of the project
provide for the construction of two inches of asphalt over a
pavement fabric. The pavement fabric serves to 1) inhibit
penetration of water through the pavement; 2) inhibit
reflective cracking from the existing asphalt through to the
new pavement surface; and 3) reduce the thickness of the
required overlay. This improvement is expected to extend the
useful life of the street ten to fifteen years.
The design also calls for the removal and replacement of
pavement and base where required. In addition, a portion of
the pavement under the Route 23 Freeway will be reconstructed
in order to maintain a minimum vertical clearance. Also,
conduits will be constructed where required to accommodate
future installation of landscape irrigation systems.
A copy of the plans and specifications have been distributed
to the City Council under separate cover.
C. Fiscal Impact
1. Project Cost Estimate: The following is a summary of the
estimated total project costs. If a portion of Peach Hill
Road is deleted from the project Scope, Project costs will
be decreased accordingly.

2. Budget:
a) STP -- At the time the FY 1992/93 Budget was being
prepared, the subject project was identified as a
candidate for funding through the federal Surface
Transportation Program (STP) . Staff has since learned
that these funds have been allocated to other projects.
It is, therefore, the recommendation of staff that the
City's STP funds be directed to a future projects and
the subject project be funded with Gas Tax funds.
b) Gas Tax Fund -- Currently, the unappropriated fund
balance in the Gas Tax Fund is sufficient to fund the
budget amendment recommended herein.
c) Grimes Canyon Road -- Since the adoption of the FY
1992/93 Budget, the City has been advised by the County
of Ventura that the County Road Department is
responsibility for the maintenance of Grimes Canyon
Road. It is therefore appropriate to re-allocate
certain funds which have been budgeted for that
purpose.
d) Increased Allocation -- The amount budgeted for the
subject project is based on preliminary figures carried
over from the prior year's budget. The final project
cost estimate will require an additional appropriation
to totally fund the project.
All of the above factors were considered in drafting a
draft budget amendment summarized as follows:

It is suggested that action on this possible budget amendment
be deferred to the date bids are considered.

D. Project Schedule
It is anticipated that bids for this project will be
considered the first meeting of December with construction to
begin prior to January 1993 .
RECOMMENDATION
Staff recommends that City Council take the following actions:
1. approve the plans and specifications for the subject
projects;
2 . authorize staff to advertise for receipt of bids;
3 . direct staff to proceed with a preliminary design for the
asphalt overlay of certain other identified streets requiring
resurfacing.
