Summary
ADA Paratransit Certification
The Americans with Disabilities Act requires transit operators to
develop an Eligibility Certification Program for their paratransit
bus services. The Ventura County Transportation Commission (VCTC)
is requesting Council's approval for a proposed countywide
Certification Program.
Background
At the request of Simi Valley, VCTC directed the Transit Advisory
Committee ( Transcom), a subcommittee of the VCTC, to develop an ADA
Paratransit Eligibility Certification Program for transit operators
in Ventura County. This includes the cities of Moorpark, Simi
Valley, Thousand Oaks, Camarillo, and SCAT member cities.
The purpose of this program is to certify residents requesting
paratransit bus service. Since paratransit operators are required
to accept riders who have been certified by another jurisdiction,
its important to ensure that each jurisdiction is using the same
guidelines so that an unnecessary burden is not created.
Coordinating the Certification Program through VCTC will also
relieve the cities of much of the paperwork while providing the
jusidictions with control of the approval and denial process.
The Program being proposed was developed with staff input from each
of the effected jurisdictions and would be coordinated by VCTC
under the direction of the Transcom Committee. A full copy of the
Program was provided to Council on October 14. The main elements
of the Program are as follows:
Application Process
1. All interested individuals must complete an application.

Eligibility Certification Process
1. All applications submitted will be reviewed for
completeness. Incomplete applications will be returned.
2. All applications will be initially reviewed by the
Certification Coordinator hired by VCTC.
2. If necessary, brief personal interviews will be
conducted with the applicant about the individuals
disability.
3. If the interviewer is unable to make a
determination of eligibility, the application
may be forwarded to a functional expert.
4. All approved and denied applications will be forwarded to
the responsible jurisdiction for final approval.

1. Individuals must submit a written appeals request within
60 days of denial.
2. Appeals will be heard by a five member appeals panel. At
least two members of the panel will be representatives
from the identified jurisdiction.
3. Findings on appeal will be issued within 30 days of the
date filed.
Each element addressed in the Program is done so in accordance with
the requirements of the ADA.
The total costs for administering the Certification Program is
estimated to be $80,000 which will be paid for by Transportation
Development Act funds taken off the top, before appropriation to
the cities and County.
VCTC's proposal for a countywide ADA Certification Program will be
discussed with the Transportation Committee on October 19.
