SUBJECT: CONSIDER RESIDENTIAL OVERCROWDING RELATED ISSUES
Background
At the City Council's September 16, 1992 meeting, the Council
directed the City Attorney to prepare an analysis of the Thousand
Oaks overcrowding ordinance and any other applicable or relevant
legislation; directed staff to prepare a report regarding on- street
parking alternatives; directed preparation of a resolution asking
area real estate agents /brokers to refrain from marketing multi-
family use of single - family dwellings, and directed staff to
analyze Health and Safety and Building Codes for applicability
towards use in overcrowding abatement. The following discussion
section provides a status of available information to date.
Discussion
The City Attorney provided the City Council with a summary of
overcrowding related legislation in a letter dated October 2, 1992.
The City Attorney's letter includes a summary of pertinent Uniform
Housing Code and Health and Safety Code regulations. Additional
code analysis is currently being done by the City'S Building and
Safety Office to develop a summary list of all applicable building,
housing, and health and safety codes. That list will be provided
to the City Council when completed.
In regard to on- street and off - street parking control alternatives,
staff's intention is to discuss various control options with the
Community Development Committee and then schedule this matter for
City Council discussion /action.
