SUBJECT: PROPOSED ZONE CHANGES TO MAKE ZONING CONSISTENT WITH THE
ADOPTED LAND USE DESIGNATIONS OF THE CITY'S GENERAL PLAN
Background
On May 13, 1992, the City Council Adopted Resolution No. 92 -856
adopting the revised Moorpark Land Use and Circulation Elements of
the General Plan and related maps. In some cases, changes to land
use designations created an inconsistency between the land use
designation and the existing zoning on properties within the City.
As part of implementation of the General Plan it is necessary to
make zone changes in order to make the zoning consistent with the
current land use designation on the property.
All property owners on the attached list have been duly notified in
writing both prior to the Planning Commission and City Council
meetings.
On September 16, 1992, the City Council adopted resolution No. 92-
884 directing the Planning Commission to study, set a public
hearing and provide a recommendation to the City Council pertaining
to zone changes to make zoning consistent with the land use
designations of the City's General Plan.
The Planning Commission held a public hearing on this matter on
October 5, 1992. No one from the public spoke at the Planning
Commission hearing on this subject. After closing the public
hearing, the Planning Commission passed Resolution No. PC -92 -266
recommending that the City Council:
a. Determine that the City Council certified Final
Environmental Impact Report prepared for the General Plan
Land Use Element update addresses any environmental
impacts as a result of the proposed zone changes.
b. Approval of the proposed zone changes.

The above zone changes are. justifiable in terms of public
convenience, general welfare, and good zoning practice and are
necessary to bring the existing zoning consistent with the existing
land use designations contained on the Land Use Plan map of the
Moorpark General Plan.
Recommendations
1. Open the public hearing and accept public testimony.
2. Determine that the City Council certified Final Environmental
Impact Report prepared for the General Plan Land Use Element
update addresses any environmental impacts as a result of the
proposed zone changes.
3. Make the appropriate finding (Attachment l).
4. Approve the attached Ordinance for Zone Change No. 92 -2 for
the proposed zone changes and introduce the Ordinance for 1st
reading.
