SUBJECT: Consider Resolution No. 92-Act Authorizing An
Application for a Grant Under the Environmental
Enhancement and Mitigation Program
OVERVIEW
This report requests adoption of a Resolution to authorize a grant
application (Exhibit 1) .
BACKGROUND
The Environmental Enhancement and Mitigation Program was
established by the enactment of the Transportation Blueprint
Legislation of 1989 (AB 471, Katz) . This legislation states that
it is the intent of the Legislature to allocate $10,000 ,000
annually to this program for grant purposes for a 10-year period
from Fiscal Year 1991-92 to Fiscal Year 2000-2001. The Resources
Agency prescribes procedures and criteria to evaluate grant
proposals. Based on its evaluation, the Resources Agency prepares
and submits a list of proposals recommended for funding to the
California Transportation Commission. The Commission annually
awards grants to fund proposals from the Resources Agency's list.
Any local agency is eligible to apply.
DISCUSSION
Staff intends to submit an Environmental Enhancement and Mitigation
Program application proposing to plant 670 trees, along with the
necessary root barrier rings and irrigation system, at various City
designated locations as described in Exhibit "A" . The locations
listed in Exhibit "A" are parkway projects that are included in the
FY 1992-93 Budget, and could be funded by AD84 . 2.
As part of the grant application, local agencies are required to
adopt a resolution which authorizes the submittal of the
application and execution of the agreement. o;?ParK,
