Reynolds Jr., Administrative Services Manager DATE: October 28, 1992 SUBJECT: Consider Ratification of City Manager's Authorization to expend $200 for Rental Assistance to a Moorpark Family from the Social services Account The following report requests that the City Council ratify the City Manager's approval of rental assistance to a Moorpark family which occurred on Friday, October 23, 1992. Background On February 8, 1988, the City Council adopted Resolution 88 -450 establishing the Moorpark Operating Procedure, ( "MOP "), which defined the use of the City's social services account, (001.4.117.641). If assistance is requested from this account for a Moorpark resident for $200 or less, the City Manager can approve the expenditure, but must cause the City Council to ratify this approval at the next regular City Council meeting. Funds have been set aside in this account since fiscal year 1988/89. Typically, a request is submitted to staff either by a local non - profit agency, resident or City Councilmember. The request is reviewed by staff and if found to be legitimate, referred to the City Manager for approval. Discussion Last week, the City Manager approved rental assistance to a single mother in risk of losing her rented apartment due to a delay in receiving unemployment funds. The request was made by Catholic Charities' Senior Caseworker, Mr. Ruben Castro. Staff confirmed with Mr. Castro that the written information was current and accurate and also confirmed that this is a Moorpark resident. The person was also in need of an additional $183, which was donated by other non - profit agencies in the City. Mr. Castro is working with the Employment Development Department to see if the benefits can be expedited. If so, this appears to be a one time occurrence. -)ORPARK, CALI,C:<.'
