Reynolds Jr., Administrative services DATE: October 28, 1992 f Manager SUBJECT: Consider Disposition of the Canon 230 Facsimile (Fax) Machine The following report requests that the Council consider declaring the City „s original fax machine as surplus property, and allow staff to solicit requests from Moorpark non - profit agencies as a first choice for its disposition. Background This fax machine was purchased during fiscal 1985/86, and received heavy of use by city staff during its 5 years of service. When attempting to receive maintenance agreement estimates from vendors in 1990 and 1991, the machine was considered by them to be "disposable” meaning that if and or when it stopped functioning, the City should dispose of it and buy a new machine. Fortunately, the City was able to replace the original fax before it stopped working. In 1991, the City replaced its fax machine with a plain device designed to handle the high volume that the Cityrequires. The replacement equipment has proven to be reliable and efficient which removed the need to retain the old machine. The old fax machine is not currently used, and has been in storage now for more than a year. The estimated value is between $100 and $150. In 1990, the City Council declared certain City equipment as being "surplus." The surplus equipment resulted from the move to the current City Hall and the subsequent remodeling that occurred to staff offices, and remodeling of the community center kitchen. By declaring the equipment as surplus, the City was able to remove its value from fixed asset and property insurance listings. It also made the equipment available to others provided that the donations were made to an organization that benefits the entire community. The first distribution of surplus equipment was provided to agencies such as Catholic Charities, and the Handicap Equestrian Learning Program. PAUL W LA WRASON JR. JOHN E. Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Discussion Like the first program, staff is hoping to be able to donate this fax machine to a Moorpark based non - profit organization, if the Council declares it as surplus. If no non - profit agencies request the machine, then staff would be able to auction it or sell it to a private party. If more than one non - profit organization would like to have the machine, the party would be chosen by lottery from the names that reported an interest. Immediate use of the machine is possible because the City also has a small supply of surplus fax paper ( "thermo -fax" Eventually however, costs associated with machines willainclude additional paper, toner, and some minor repair. Major repairs outweigh the value of the machine. If the Council does not declare the fax as surplus property, then City staff would have to either find a use for it, or continue to store it. Recommendation That the City Council: 1) Declare the Canon Model 230 fax machine as surplus property; 2) Authorize staff to solicit requests from social service and non - profit agencies operating or based in Moorpark for use of the fax, with the recipient chosen by lottery if more than one agency submits a statement of interest, and; 3 ) In the absence of any request for this fax machine, allow it to be auctioned or sold.
