BACKGROUND: Earlier this year, Council requested that staff determine if it was feasible to cablecast the City Council Agenda on Channel 10 using the character generator. A test of this process determined that it would take in excess of five hours to input the City Council Agenda to the character generator. It was also determined that an average agenda (45 items on a four page agenda) would require 90 character generator pages of a total of 120 available for the character generator. This procedure was deemed impractical. We now have available the software to convert a word processing file containing the agenda into an ASCII format that can be utilized by the Video Computer. To utilize the software the document must be prepared by reformatting to 26 characters per line and no more than 14 lines per page with instructions to the Video Computer imbedded in the reformatted agenda. Staff prepared a test cablecast document using the 10/21/92 City Council Agenda Public Hearing and Discussion /Action items only. There were two Public Hearing items and four Discussion /Action items. This test document required ten character generator pages, each page showing on the screen for 20 seconds before scrolling to the next page. A total of three minutes and 20 seconds was needed to view the test document. To place the complete October 21st agenda, with the Consent Calendar and Closed Session items on it, would require 32 charactor generator pages and more than 10 minutes to scroll through the complete agenda. Staff time required to reformat the agenda and for the VideoMax contractor to convert the document and place in the Video Computer is approximately one hour.
