TO: The Honorable City Council FROM: Christine Adams, Director of Community ServicerW DATE: November 18, 1992 SUBJECT: Consider Funds Through State of California Land and Water Conservation Fund Proaram BACKGROUND At the October 30, 1991 City Council meeting, staff was directed to pursue a California Land and Water Conservation Fund grant prior to December, 1992 . Information for this grant has just been received by the city, and staff is seeking direction to prepare the grant proposal . This is a non-matching funded competitive grant program which is administered nationally by the National Park Service (NPS) which became effective January, 1965 , and was initially authorized for a 25 year period but has been extended for another 25 years, to January, 2015 . Under the provisions of the California Outdoor Recreation Resources Plan Act of 1967, the expenditure of funds allocated to California is administered by the State Liaison Officer (SLO) , who is the Director of the State Department of Parks and Recreation. ELIGIBLE AGENCIES Agencies eligible to share in the funds are counties, cities, recreation and park districts and special districts . ELIGIBLE PROJECTS Outdoor recreation purposes and to indoor facilities which support outdoor recreation activities . The types of projects most often funded by local agencies are acquisition or development of neighborhood, community and regional parks that include top priority recreation projects or acquisition or wetlands . Mayor Mayor Pro Tern Councilmember Councilmember Councilmember Printed On Recycled Paper RANKING CRITERIA Priority 1 Camping in developed campsites Visiting zoo Walking Picnicking in developed areas Attending cultural events Beach Activities Bicycling Bird watching and nature study Priority 2 Camping and backpacking Open turf for casual activity Priority 3 Fishing in freshwater areas Priority 4 Swimming in lakes and rivers Priority 5 No recreation activities in this category Priority 6 No recreation activities in this category Priority 7 Play equipment and tot lots Priority 8 Attending sports events Horseback riding Priority 9 Jogging and running Hunting Off-road bikes and ATV s Golfing Fishing in saltwater Target shooting Off-road 4WD Playing basketball Playing softball and baseball Power boating Other winter sports Playing soccer Playing tennis Kayaking and row-boating Downhill skiing Water skiing Cross Country Skiing Playing football Surfing ENVIRONMENTAL COMPLIANCE WITH CEOA AND NEPA REQUIREMENTS For the purposes of this grant program, applications must contain evidence of compliance with the provisions of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) . These two compliance measures have already been met through the project development phase of the park. RECOMMENDED PROJECT The 1992 application would be focused on developing a proposal for Priority 5 which could be used for restroom facilities out in the field area of Arroyo Vista Community Park, and/or Priority 7 which could be used for play equipment in the two field areas at Arroyo Vista Community Park. As CEQA and NEPA approval for this site has already been met, the process should not take as long to finalize. FILING DEADLINE Applications for this program must be submitted no later than December 1, 1992, to be considered for funding. As many of the performance requirements for the grant were met in this last year, staff feels that the grant application can be completed and submitted in time to be considered. RECOMMENDATION Direct staff to prepare grant proposal for Arroyo Vista Community Park for December 1, 1992, submittal .
