SUBJECT: Consider Authorizing the Sale of Surplus City Property
(S -10 Pick -up Truck)
OVERVIEW
This requests that City Council declare the S -10 pick -up truck
as surplus property, and allow staff to solicit and receive
sealed bids for the sale of same.
DISCUSSION
The 1983 Chevrolet S -10 vehicle has 112,677.1 miles plus (broken
odometer). The following list of problems have been reported:
1. Oil: The vehicle uses one quart of oil per tank of
gas. There is evidence that the main seals are
leaking. The engine probably needs to be overhauled or
replaced.
2. Emissions: The vehicle failed smog inspection. The
ignition and carburetor systems were identified as
being in need of substantial repair and /or replacement.
3. Drive Train: The clutch is not in good condition. The
transmission is suspect.
4. Tires: Tires are in poor condition and should be
replaced.
5. Appearance: The windshield is cracked. The interior
should be replaced.
The vehicle has been inoperative since June, 1992. In addition
to being inoperable, the S -10 is inadequate for many job tasks
(i.e. weed clearing, etc...).

A description of the repairs needed to make the vehicle
operative include:
CONCLUSION
Currently, the Public Works Department, and the Parks and
Recreation Department have requested bids for the purchase of
two new trucks. Purchase of these trucks is anticipated within
two months.
Based on the above analysis and findings, it is the
recommendation of staff that the 5 -10 be declared surplus
property.

DISPOSITION
It is recommended that the subject vehicle be disposed in the
following manner:
1. Authorize staff to sell the S -10 pick -up as is, and for
a minimum bid of $100.00;
2. Authorize staff to solicit and receive sealed bids;
3. Authorize staff to sell the S -10 pick -up to the highest
bidder;
4. If staff receives no bids at the minimum price,
authorize staff to negotiate a price with the
interested buyer(s);
5. If staff is unable to negotiate a price with the
interested buyer(s), authorize staff to sell the
vehicle to a salvage yard;
6. If staff is unable to sell the vehicle to a salvage
yard, authorize staff to give the vehicle to a salvage
yard; and
7. Authorize staff to notify the Department of Motor
Vehicles of ownership change.
RECOMMENDED ACTION
That the City Council declare the S -10 surplus property, and
dispose of said vehicle in the manner described above.
