The City has retained the services of T. I Maloney, Inc., to
prepare the landscape architectural design for the Phase I area of
Arroyo Vista Community Park. On September 9, 1992, the City
Council approved the Conceptual Design Phase of the required
landscape architectural services and directed the architect to
proceed with the Final Design and Construction Documents phases of
the required work. With input from the City Council, the Public
Works / Facilities Committee, the Parks and Recreation Commission
(Tot Lot design) and staff, the architect has proceeded with the
development of the final design for the required park improvements
in this area.
DISCUSSION
A. Total Design Effort
Phase I park improvements encompass the westerly half of the
park site and is approximately thirty -three acres (33 ac.) in
size. A diagram of the design for full improvements to this
area is attached as Exhibit 1. The amended scope of design
effort required by the landscape architectural services contract
is set forth in Exhibit 2 attached. In addition, the City
Council approved the addition of certain additional elements,
including a second Tot Lot, parking lot lighting and lighting
for all three softball fields. Elements deleted from the design
effort include 1) incorporating previously prepared designs for
rest room facilities and picnic shelters into the design
package; and 2) the deletion of storm drain facilities no longer
required due to the re- design of the park grading.

B. Initial Construction Effort
Due to funding limitations, the plans and specifications for the
initial construction effort will not include all of the above
described improvements. The reduction in the scope of initial
construction has been identified by the Public Works /
Facilities Committee and was discussed at the September 9 City
Council meeting. The design for some elements will not be
included in the bid documents. Other items will be identified
as NOT INCLUDED IN CONTRACT (NIC). Still other items will be
identified as Add /Deduct Alternates. Generally, the scope of
these initial improvements will be limited to irrigation,
landscaping, a limited amount of walkways and the construction
of the gravel road and two gravel parking lots. A revised
diagram of the reduced improvement effort is attached as Exhibit
3.
C. Fiscal Impact
The bids for the reduced scope of initial construction are
expected to range from $500,000 to $700,000 depending on the
add /deduct alternates selected.
D. Committee Review
The Public Works / Facilities Committee reviewed the final draft
design at their meeting of November 2 and recommend expediting
the bidding process to allow for the award of contract as soon
as possible.
E. Schedule
The draft plans and specifications will be completed and
delivered on November 23, 1992. Baring any major changes, the
plans and specification will be available to bidders by
Wednesday, November 25. It is recommended that the City Council
authorize advertisement for receipt of bids at this meeting and
defer to the December 2nd meeting the approval of the Final
Design Phase, the Construction Documents Phase and the plans and
specifications for the initial construction effort. In the
event of the need for revisions, said changes could be made by
Addendum prior to the bid opening. If this approach is taken,
bids could be opened the last week of December and considered by

order to provide for the development of final grades
suitable for recreational activities.
9) Final Grading and Storm Drain Plan: The Final Grading and
Storm Drain Plan is in the process of being prepared.
Said plan will establish the final grading for the park
and establish the locations and elevations for all of the
