BY w_,,,,�_ " Nov. 3, 1992 you on A gust 9, 1991 concerning my acres along Wicks Road into four lots- - er had been placed on the council agenda by because of the sight distance problem Wicks and Walnut Canyon Roads. Briefly, my understanding of the Council's action that evening is that it contained the following: (1) The sight distance problem would be resolved at the time of subsequent development (2) I was to contribute $3,000/ lot to a fund set aside for highway improvements (3) Unspecified improvements were to be made to Wicks Road, subject to the approval of the City Engineer. These improvements were not to be so costly as to greatly exceed the amount I had already agreed to contribute. Difficulties have arisen with the latter condition. The improvements required by the City Engineer consist of the widening of Wicks Road, the construction of a retaining wall along its length, provision for drainage, and the destruction of the garage serving the house at 78 Wicks. These improvements would be extremely costly. In addition, my engineer, Les Kovacs, has been unable to prepare an improvement plan that would simultaneously widen Wicks Road and provide for drainage along its length. One month ago, Mr. Kovacs and I discussed this matter with Steve Kueny but were unable to achieve an administrative solution. I subsequently discussed the matter with council members individually; each expressed a clear preference for an administrative solution rather than a political one. Regrettably, I have been unable to provide for the administrative solution. I therefore request an appearance before you at your meeting November 18, 1992 to seek clarification of the resolution of August 9, 1991. It has always been, and it remains, my desire to resolve this matter as expeditiously as possible. I began this process in Spring, 1990 and have since incurred thousands of dollars in fees and engineering costs. I have sadly watched the economy proceed from prosperity to decline.
