At the discretion of the approving authority, these

justification for reduced garage requirements.
Although the Planning Commission did not indicate the amount

providing affordable or elderly housing, staff suggests that
the City Council consider allowing up to a 50 percent
reduction in parking for a senior citizen project and 25% for
an affordable housing project.

1. Open the public hearing, take public testimony and close the
public hearing.
2. Determine that the modifications to the City's Zoning
Ordinance is categorically exempt pursuant to State CEQA
Guidelines pursuant to Section 15061 (b) (3) in that the
proposed amendments to the Zoning Ordinance does not have the
potential for causing a significant effect on the environment.
3 Review the proposed changes, and advise staff of any
additional recommended changes to the Zoning Ordinance.
