SUBJECT: Consider Approval of the Final Design for Phase I Park
Improvements and the Plans and Specifications for Initial
Construction of Landscaping Improvements at Arroyo Vista
Community Park.
OVERVIEW
This presents for approval 1) the completed final design for Phase
I Park Improvements at Arroyo Vista Community Park, and 2) the
plans and specifications for the planned initial improvements.
DISCUSSION
A. Background
At the meeting of November 18, 1992, the City Council authorized
staff to advertise for receipt of bids for the subject project
with the proviso that the final plans and specifications would
be presented to the City Council for approval prior to the bid
opening and any necessary changes would be accomplished by an
Addendum. Also yet to be approved is the Final Deign phase of
work to be done by the Landscape Architect.
B. Final Design
Attached as Exhibit 1 is a plan depicting the Final Design for
all of the Phase I park improvements. The estimated cost for
constructing all of these improvements, is as follows:

C. Reduced Scope of Work
As discussed at prior meetings, it will be necessary to reduce
the scope of initial construction in order to reduce costs.
Attached as Exhibit 2 is a map illustrating the improvements
proposed in the initial construction. The plans and
specifications for this effort shows a number design elements
deleted or deferred to a later phase of construction.
The architect's estimated cost for this reduced effort is
$650,370. This price includes the construction of the third
gravel parking lot near the softball fields. This cost does not
the include supplying or planting any of the trees called out on
the plans. The required trees are to be provided through other
sources and will be planted through the efforts of City staff or
volunteers. The bid documents will ask for an Add Alternate
price for the planting of city supplied trees by the contractor.
The gravel road and second parking lot deleted from the scope of
work for the construction of infrastructure improvements is
estimated to cost approximately $90,000. When added to the
above architect's estimate, the total construction cost estimate
increases to $740,370.
D. Add / Deduct Alternates
The bid documents also identify certain elements of the project
as Add / Deduct Alternates. A list of these Alternates is as
follows:

D. Plan and Specifications
A copy of the draft plans and specifications for the proposed
scope of initial construction have been made available for City
Council review in the City Council Conference Room.

E. Schedule
The following a schedule of significant dates related to the
implementation of this project:
Bid Opening: December 28
Award Contract: January 6
Commence Construction January 18
Turf Seeded by: March 30
Ready for Use by: July 1
RECOMMENDATION
Staff recommends that the City Council take the following actions:
1) Approve the Final Design for Phase I Improvements; and,
2) Approve the plans and specifications for the scope of initial
construction.
