SUBJECT: Consider Resolution Amending the Fiscal Year 2015/16 Budget to
Increase Equipment Replacement Fund's Appropriation by $30,000
to Purchase Two Police Motorcycles as Replacement Motorcycles for
Traffic Enforcement and Authorize the Sale of 2007 Harley Davidson
Motorcycle and 2011 Kawasaki Concours ZG 1400 Motorcycle
SUMMARY
The City of Moorpark's (City) adopted Fiscal Year 2015/16 budget includes $25,000 for
the Police Department to purchase one new replacement police motorcycle to be used
for traffic enforcement. The City currently has in its motorcycle vehicle fleet a 2007
Harley Davidson, 2010 Harley Davidson, 2011 Kawasaki, and a 2013 BMW police
motorcycle used for traffic enforcement. The 2007 Harley Davidson and the 2011
Kawasaki are both in need of replacement. After researching, it has been determined
that the 2015/2016 Harley Davidson FLHTP Electra Glide Law Enforcement motorcycle
is the best choice as a replacement for both police motorcycles. If approved, the City
would purchase both replacement motorcycles using Equipment Replacement Funds
(4003), which were allocated for this purchase during adoption of the Fiscal Year
2015/16 budget.
BACKGROUND
The Police Department has three motorcycle officers assigned to traffic enforcement
duties. For the purposes of traffic enforcement it is widely recognized that the
motorcycle is the most versatile and efficient mode of transportation in any city where
there is a high volume of traffic circulation. The City, with its intersecting State
Highways 118 and 23, experiences some of the highest volume of traffic in the County
during peak commuter hours. The Police Department currently fields three primary
motorcycles in its traffic enforcement fleet. A fourth spare (previously used) motorcycle
is maintained for use when one of the three motorcycles used daily is out of service for
any extended maintenance.

The most common motorcycles used by local law enforcement agencies have been the
BMW, Honda, and Harley-Davidson. The Kawasaki Concours 14P is no longer
available. Based upon the Moorpark Police Department's experiences using various
makes and models of police service motorcycles over time and the testing completed by
the California Highway Patrol, it is believed that the current version of the Harley
Davidson FLHTP Electra Glide police motorcycle offers the best balance of rideability,
serviceability and price. The Harley Davidson Police Motorcycle is in use by hundreds
of law enforcement agencies nationwide and has an excellent reputation for its service
longevity, overall rider comfort, and maneuverability. The California Highway Patrol has
recently tested and selected the Harley Davidson for their statewide police motorcycle
contract. Additionally, there is a nearby Harley Davidson dealer in Moorpark that is
properly staffed and equipped to service law enforcement motorcycles.
DISCUSSION
The high volume of traffic within the City places traffic safety and the orderly flow of
traffic within and through the City at a high priority for the Police Department and the
residents of Moorpark. With this in mind, there is a real need to maintain a serviceable
fleet of traffic motorcycles, including the replacement of aging equipment such as the
current 2007 Harley Davidson and 2011 Kawasaki motorcycle.
One motorcycle was budgeted for replacement in the FY 2015/16 budget, using the
Equipment Replacement Fund (4003). It was intended that the second police
motorcycle also be replaced, but did not make it in the budget. It would be our intent to
purchase a second replacement motorcycle also using the Equipment Replacement
Fund (4003).
The Police Department is making the recommendation to go with the Harley Davidson
FLHTP Electra Glide Law Enforcement motorcycle. Harley Davidson has an excellent
reputation of producing high quality police motorcycles. The City of Moorpark has
owned Harley Davidson police motorcycles in the past and the bikes performed well.
Another major reason for this selection is the overall rider comfort and maneuverability
over a long period of riding time.
Police Department staff solicited bids for a 2016 FLHTP police motorcycle from six (6)
Harley Davidson motorcycle dealers. Bids for the motorcycle were returned by one of
the six dealers, Simi Valley Harley-Davidson / Buell, located in Moorpark. The bid
response was as follows:

The bid from Simi Valley Harley-Davidson / Buell includes all the same options and
warrantees that were requested in the RFQ.
Based on this information, the lowest responsible bidder for the specified police
motorcycle is Simi Valley Harley-Davidson / Buell, Moorpark, CA. This dealer is familiar

with the needs and priorities of law enforcement agencies, specifically our, as they have
been servicing our currently owned Harley-Davidson products for quite some time.
FISCAL IMPACT
The fiscal impact to the City includes the original purchase price of the motorcycle,
freight, handling, sales tax, and police service related accessories. The motorcycle
comes complete from the dealer with emergency lights and siren.
The following is a breakdown of the costs associated with the purchase of the
motorcycle:

Because the new motorcycles are considered a normal replacement for ones already in
service, the City's Equipment Replace Fund (4003) would be the appropriate source of
funding for this purchase. The total cost of $54,370 is not within the budgeted $25,000
in the adopted Fiscal Year 2015/16 budget. Staff is requesting an additional
appropriation of$30,000 to purchase these two motorcycles.
STAFF RECOMMENDATION Roll Call Vote
1) Award the purchase of two (2) 2016 FLHTP Harley Davidson police motorcycles to
Simi Valley Harley-Davidson / Buell.
2) Authorize the City Finance Department to process the necessary purchase order to
obtain the motorcycles with the allocated and additional funds necessary.
3) Authorize the sale of the 2007 Harley Davidson and the 2011 Kawasaki motorcycles.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2015/16 BUDGET TO INCREASE EQUIPMENT
REPLACEMENT FUND'S APPROPRIATIONS BY $30,000 TO
PURCHASE TWO POLICE MOTORCYCLES
WHEREAS, on June 17, 2015, the City Council adopted the Operating and
Capital Improvement Budget for Fiscal Year 2015/16; and
WHEREAS, a staff report has been presented to City Council discussing the
purchase of two police motorcycles; and
WHEREAS, the Equipment Replacement Fund (4003) requires an appropriation
increase of $30,000 in order to purchase the two police motorcycles; and
WHEREAS, Exhibit "A" hereof describes said budget amendment and its
resultant impact to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment to increase the appropriation in the
Equipment Replacement Fund by $30,000, as more particularly described in Exhibit "A"
attached hereto, is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
