SUBJECT: Unreinforced Masonry Buildings, Status Report
Widespread concerns over earthquake safety caused the state
legislature to pass SB547. This bill required the City to survey for
potentially hazardous unreinforced masonry buildings and to
implement a mitigation program reducing the hazards. The survey
for these buildings was completed during the summer of 1989 and
seven (7) potentially hazardous buildings were identified. In March
of 1990 the City Council adopted Ordinance 127 requiring the
strengthening of those unreinforced masonry buildings. In October
1990, pursuant to Ordinance 127, the owners of these seven
buildings were notified that they must begin the process of
strengthening these buildings.
Between October 1990 and the Northridge earthquake of January 17,
1994:
Four of the seven buildings were strengthened and the permits
for the work were finaled,
One of the seven buildings was demolished by the owners,
Permits were issued for the last two, 71 -95 High St. (Robertos
Barber Shop, The Whistle Stop, and Simi Valley Bank), and 105
High St.(Mayflower Market) but no work was done and the
permits expired.
One of these remaining two buildings (105 High St.) was extensively
damaged on January 17, 1994 and the unsafe portion of this building
has since been demolished.

The other (71 -95 High Street) has not yet been strengthened and the
owners remain in violation of Ordinance 127. (Permits for the
retrofitting of this building were issued on October 23, 1991 but no
work was done and the permit expired.)
Earthquake damage assessments following the January 17, 1994
earthquake resulted in the identification one additional building of
unreinforced masonry construction. This building, located at 169-
173 High Street, was damaged on January 17, 1994 and engineered
shoring was installed. The owner of this building had not been
notified to strengthen this building pursuant to Ordinance 127. The
fact that no notice had been sent means that he is not technically in
violation of the ordinance. Plans for the repair /upgrade of this
building were submitted on August 24, 1994. The project engineer
has suggested that repairs can be complete by November 15, 1994.
RECOMMENDATIONS
1. Direct Building and Safety Staff to contact the owner of 71 -95
High Street and attempt to facilitate compliance with Ordinance 127.
In the event that progress has not been made on the strengthening
of this building within one month then direct Code Enforcement to
initiate appropriate action to gain compliance.
2. Direct Building and Safety Staff to process the required notice
arid'require the strengthening of 169 -173 High Street. In the event
that compliance is not gained within the time frames outlined in
Ordinance 127 then direct that Code Enforcement initiate appropriate
action to gain compliance.
