Lindley, Assistant to the City Manager),4 DATE: September 10, 1994 (CC Meeting of September 21) SUBJECT: Yard and Wood Waste Ban at the Simi Valley Landfill The City recently received a letter from the City of Simi Valley requesting support for a ban on disposal of source separated yard and wood waste at the Simi Valley Landfill. Simi Valley is proposing that the Ventura County Waste Commission recommend to the Ventura County Board of Supervisors that such a ban be implemented. The Simi Valley Landfill is currently permitted to dispose of yard and wood waste. The Landfill tipping fee on clean loads of these materials is $15.75 /ton (the regular tipping fee is $35.95/ton). Loads of separated yard and wood waste collected at the Landfill are not deposited but rather processed by California Wood Recycling as mulch. Another alternative available for disposal of yard and wood waste is the Worm Concern located on Tierra Rejada Road just east of the 23 freeway. The City of Simi Valley's request would not impact existing disposal practices, rather it indicates that the purpose is to heighten public awareness. Yard and wood waste commingled with household refuse will not be banned from disposal in the Landfill. Staff anticipates that the City of Simi Valley's request will be considered by the Ventura County Waste Commission in October. Councilmember Montgomery, Moorpark's Waste Commission representative, could be directed to express the City's support for a source separated yard and wood waste disposal ban at the Simi Valley Landfill. Recommendation Direct Councilmember Montgomery to express the City Council support for a source separated yard and wood waste disposal ban at the Simi Valley Landfill when the issue is considered by the Ventura County Waste Commission. c: \wp51 \solidw \yardban.agd
