Gilbert, Director of Public Works DATE: September 13, 1994 (Council Meeting 9- 21 -94) SUBJECT: Consider Approval of Improvements to the Bui'MVAV. aAdOPN!A Grounds at 675 Moorpark Avenue to Enable the Use','6fU:;rg Site as an Interim Corporate (Maintenance) Yard. 2/99 Al DISCUSSION A. Background The City recently acquired the property just south of the Moorpark Library at 675 Moorpark Avenue (see location map attached). B. Project Objectives Staff has developed a plan for the construction of modifications and improvements to this site required to make it suitable for use as an interim Corporation Yard to accommodate the maintenance activities of both the Public Works Department and the Community Services Department. The benefits of implementing this plan are many. They include the following: • providing a consolidated location for the storage, staging and administration of City maintenance activities; • a secure location for the storage of City maintenance supplies, vehicles, equipment; and, • the addition of six or more parking spaces at City Hall resulting from the relocation of City maintenance vehicles. C. Proposed Use If implemented, this plan would allow for the following: • Grounds: • the parking of all maintenance equipment and vehicles; • possible employede parking (staff is still evaluating whether of not there will be enough room at this site to accomodate parking for City maintenace personnel); • the placement of a number of storage containers; • the placement of the City's forty cubic yard refuse container; • Building: • some materials storage; • office space for the Community Services Supervisor and the Public Works Leadworker; and, • a maintenance staff meeting /training room. pw"O,. Proposed Improvements The types of repairs, modifications and improvements required include the following: Grounds: • grade site and place gravel; • relocate three of the five storage bins to this site; • modify fencing and install fence screens to block visibility; and, • install security lighting. • Building: • inspect for and remove (if required) asbestos ceiling insulation; • remove lath & plaster ceiling and install drywall ceiling; • install new electrical service and wiring; • install beam to replace removed wall (possibly bearing); • replace doors and locks; • replace front store windows; • replace electric water heater ( *); • modify interior floor plan (doors / partitions) to accommodate proposed uses; and, • modify interior shelving for storage needs; • install telephones; • paint interior walls, ceiling and floors; • remove old air conditioner; • patch stucco, seal facade and overhang; • paint exterior: and, • install security system (to include exterior electric eye). ( *) NOTE: It is the intent of staff to request prices for the upgrading of the electrical wiring to the standards of either a commercial occupancy or a non- commercial occupancy. Improvements to non- commercial occupancy standards will be less costly. If upgrading to commercial standards is deemed to be not cost effective, the non - commerical standards will be used. In such case all meetings with the public must take place in a meeting room at City Hall. E. Cost Estimate The estimated cost to undertake is anticipated to be less than labor and administrative costs funds be appropriated from the • General Fund (001): • Gas Tax Fund (003): Total vdao.. the above described improvements $15,000, exclusive of in -house It is recommended that these following sources: $5,000 $10,000 $15,000 Interim Corporation Yard September 1994 Page 3 RECOMMENDATION Staff recommends that the City Council take the following actions: 1. approve an appropriation of funds and a budget amendment in the amount of $15,000 ( Fund 03: $10,000 and Fund 01: $5,000) for the construction of improvements to the building and grounds at 675 Moorpark Avenue to enable its use as an Interim Corporate Yard; and, 2. authorize staff to proceed with said improvements.
