N'A OFFICE OF THE CITY CLERK C:y Cou II nro ©��� of 9 z -199-Y ACTION: TO: The Honorable City Council BY FROM: Lillian Hare, City Clerk DATE: September 13, 1994 (for CC Mtg of 9/21) SUBJECT: CONSIDER BIENNIAL REVIEW OF THE CITY'S CONFLICT OF INTEREST CODE The Political Reform Act requires every local government agency to review its conflict of interest code biennially to determine if it must be amended. The City Council, as the code reviewing body for the City, is being provided this report in compliance with the requirement to receive notice as to the status of the City's conflict of interest code. A review of the code has been completed by the City Clerk. The following amendments will be made and the Conflict of Interest Code Resolution will be returned to the Council for adoption within 90 days of this notice as prescribed by law: 1. The addition of a new position since the last review of the Code -- the Senior Coordinator. 2. The deletion of the Redevelopment Agency Members and Redevelopment Agency Treasurer as these positions must file a Form 721 pursuant to Government Code Section 87200. 3. Amendment to reflect that the California Administrative Code was retitled to California Code of Regulations. Memo to City Council July 29, 1994 Page 2 6. Amendment of Section 8 - Disqualification - to include material financial effect on "immediate family" in reasons for disqualification; and language to require disqualification in the decision of any donor of, or any intermediary or agent for a donor of, a gift or gifts aggregating $250 or more within twelve months prior to a decision.
