(Mission Bell Plaza) ON THE APPLICATION OF SHELL OIL
COMPANY
Background:
On February 10, 1994, Shell Oil Company submitted Minor
Modification No. 8 for CPD 89 -2 for approval of a thirty -five (35)
foot wide driveway to be located on Los Angeles Avenue easterly of
the existing Carl's Junior Restaurant. The proposed curb -cut would
be located approximately 120 feet west of the intersection of Park
Lane and Los Angeles Avenue with Proposal "A" and approximately 70
feet west of the intersection with proposal B (see Attachment 3).
The appeal was heard by the City Council on July 6, 1994, and
continued to August 17, 1994 to allow the applicant time to obtain
additional traffic information and to have the police Department
research accident records at other key intersections throughout the
City. Attached for your information and review in preparation for
the hearing is a memorandum from Deputy Fitzgerald to Lt. Rouse
dated August 3, 1994.
On July 27, 1994, staff sent a memorandum to the City Council
indicating the Department of Community Development received
information from the applicant regarding the proposed curb -cut on
Los Angeles Avenue. This information which was previously
forwarded to the Council (and attached to this report - Exhibit 3)
in preparation for the City Council meeting on August 17, 1994,
should be considered when deliberating whether to allow the
proposed curb -cut on Los Angeles Avenue.
A copy of the memorandum from the Sheriff's Department and
information from the applicant has also been sent to the City
Engineer for review and comment prior to the August 17, 1994
Council meeting. As of the writing of this report, the City
Engineer's recommendations regarding this matter was not available.
Reduction in Landscaping:
The applicants two alternatives for a proposed curb -cut on Los
Angeles Avenue would reduce the existing landscaping along Los
Angeles Avenue. Proposal "A" which shows one curb -cut
approximately 120 feet west of Park Lane v BdWl4 QM's-uTt, in a los "s,of

which has duel curb -cuts and is located approximately 70 feet from
Park Lane would reduce the existing landscaping by approximately
1250 square feet.
Staff Comments:
The Council specifically approved this project without a curb -cut
on Los Angeles Avenue on the basis that a curb -cut on Los Angeles
Avenue in front of the Shell Service Station would potentially
increase traffic hazards on Los Angeles Avenue. The applicant was
informed that in order for staff to consider approval of this
modification the applicant would be required to design and
construct a raised median with landscaping along Los Angeles Avenue
from Park Lane to Liberty Bell Road to prevent vehicles from making
left -hand turns to or from the site.
The Director of Community Development reviewed the proposed Minor
Modification and denied it on April 19, 1994, because the applicant
informed staff that they had received a letter from A &S Engineering
dated March 30•, 1994 indicating that Caltrans would not approve a
median. The applicant filed Appeal No. 94 -2 on May 3, 1994 (within
the statutory time limit) indicating that the proposed driveway had
been reviewed and considered acceptable to the City Engineer,and
Caltrans with minor modifications.
Staff is of the opinion that without the median, motorists will
attempt to make a left turn from the proposed driveway even if the
applicant posts a no -left turn sign. Making a left turn across Los
Angeles Avenue into or from the site would create a safety hazard.

Shell Station NWC Los Angeles Avenue and Park Lane, Moorpark
The following presents the key discussion paints in favor of the alternative angled right -turn
in /right -turn out entry -exit driveway layout for the existing Moorpark Shell station, located
on the northwest corner of Los Angeles Avenue and Park Lane.
1. Directs exiting traffic to right. The 45 degree angle exit driveway facilitates the
desired Right -Turn Only by directing exiting vehicles into a right -turn movement.
2. Produces Right -Turn Only entry, "shadowed" from potential eastbound left - turns.
The east half of the large triangular island which separates the angled entry and exit
driveways will block tiny eastbound left -turn movement into the entry driveway.
3. Contains large "pork chop" island (at least 50 foot base along Los Angeles Avenue)
which will not, in itself, he a potential traffic hazard.
4. Entry-exit layout positioned as far away from Park Lane as possihlc, essentially starts
at joint property line with Carl's Jr.
5. Driveway width of 18 feet will accommodate Single Unit 30 (SU -30) design vehicle
(turn radius of 42 feet). The SU -30 is it standard 30 -foot long single unit vehicle and
represents the delivery truck which has a 20 foot wheel base.
6. Entry driveway is 115 feet from the east curb of Park Lane (the point at which
westbound right -turn vehicles would begin their approach to the entry driveway) And
75 feet from the west curb of Park Lanc:.

SUBJECT: DATA FOR SHELL STATION PROJECT
At your request, I have compiled some data on the amount of citations written and traffic collisions
recorded for some of the areas in question regarding the request from Shell Oil Company to
construct an ingress/egress driveway on Los Angeles Ave. I have talked with Bud about the project
and discussed some options that may be considered for the project.
Below you will find a list of the number of collision reports that we have taken at the various
intersections that the council has inquired about. We are limited to the collisions only for the past
year (1993) since SWITRS does not come out with a list until the end of the year. The citation data
has been broken down into the past three (3) years (1992,1993,1994).
We looked at citations which were issued for these violations:
22349 V.C. Exceed the Maximum Speed Limit
21461(a) V.C. Fail to Obey a Traffic Sign
21651(a) V.C. Drive Across a Center Divider
There were no citations written for 21461(a) at the intersection of Spring Road and High Street for
vehicles making a left turn as they exit the Union 76 Station driveway on Spring Road. This section
was not enforced at this area due to the size of the signs posted (smaller than usual; not a minimum
of 17" X 22 "). Plus, we had no accidents occurring because of motorists violating the sign. All
citations written at this intersection were for the right turn on red violation from east bound High
Street onto south bound Spring Road. These citations were not included in the figures.

over the past three years. This is due primarily to the change in design of the roadway over the past

sign) This has been due to the change in staffing at the Moorpark Police Department and the focus

Below is a list of the violations that have occurred near the intersection of Los Angeles Ave. and
Moorpark Ave. The violations have been broken down further into the number of violations for
each year. There were a total of 258 citations written near the intersection of Los Angeles Ave. and
Moorpark Ave. during the past three years. As you will notice, there are very few citations written
for section 22349 V.C. (Exceeding the maximum speed limit), because this is a signal controlled
intersection and the speed of vehicles is regulated by the signal phasing. The number of violations
for both section 21651 V.C. (Left turn over a divided highway) and 21461 V.C. (Failure to obey a
regulatory sign) have remained consistent throughout the years.

As you can see from the above statistics, there are a number of motorists who ignore the posted signs
and markings regulating the traffic flow. There have also been a significant number of collisions
at each of the areas in question. As you can see, there was at least one collision caused by a right
of way violation at each of the intersections. Three of the intersections had at least three collisions
each caused by right of way violations.
As part of the research for this memorandum, we included a random survey of approximately 12
customers of the Shell station, soliciting their opinions regarding an entrance/exit at the station on
Los Angeles Ave. All of these people said that they had been at the station during periods of high
traffic volume at one time or another. They all found it very difficult to move around inside the
station parking lot. All of them recommended the installation of at least an exit driveway onto
westbound Los Angeles Ave.
Considering the opinions of the people who use the station and the safety issues expressed above,
I have some ideas that you may want to consider as conditions of construction, if the City Council
starts to lean in favor of the project.
The first idea is to leave the station the way it is now, and not allow the construction
of any driveway onto Los Angeles Ave. I believe that this may be justified by the
collision figures shown above.
2 The possibility of constructing an exit only driveway from the parking lot to allow
customers to exit onto westbound Los Angeles Ave. only. This can be accomplished
by means of a curved driveway and the posting of a sign, prohibiting left turns, at
the exit.
The possibility of constructing both an entry/exit driveway from Los Angeles Ave.
These would be curved in such a way that they would allow vehicles to enter or exit
from westbound Los Angeles Ave. only.
If the City Council favors the idea of constructing a curved driveway (exit only or a combination
of both), I would recommend that the westbound #3 lane of Los Angeles Ave., east of Park Lane,
be made into a right turn only lane. This would allow traffic exiting the gas station some degree of
safety while turning onto westbound Los Angeles Ave. I would also recommend that the traffic
lanes on Park Lane, north of Los Angeles Ave. be repainted to allow for easier access making a left
turn into the shopping center, reducing back up on Los Angeles Ave.
I have attached some simple drawings to help illustrate my ideas and give a visual reference for the
intersection. I included both the way the intersection exists, as well as my opinions for some
improvements. (see attached diagrams)
