Lindley, Assistant to the City Manager'\ DATE: September 15, 1994 (CC Meeting of September 21) SUBJECT: Award Contract for the Demolition and Construction of the Dorothy Avenue Wall Background On July 6, 1994, the City Council reconsidered its earlier award of the Dorothy Wall construction project and directed staff to re-bid the project. On August 10 the City Council discussed extending the wall project to include the area west of the Bard Street (650 feet) to enhance the entire property line area. Staff was directed to work with Councilmember Perez to develop cost proposals to determine whether the Moorpark Redevelopment Agency or the City would fund project extension. See the attached bid specifications for a description of the project. The City received four bid proposals for the demolition, removal, and construction of the Dorothy Avenue wall. The following is a list of the contractors and their bid amounts: Contractor Bid Amount CNM Paving $60, 015. 70 Greg Quigley Concrete 74, 849 . 00 Phil Carter Co. Inc. 59,796. 00 Castle Building & Engineering 59, 851. 00 Staff has reviewed the bid proposals and recommends that the Council approve award of the project to the low bidder, Phil Carter Company Inc. Phil Carter Company's proposal meets all of the specifications required in the City's RFP. To date, a total of $26, 100 has been allocated to the Dorothy Wall project. The City Council previously approved $6,800 from TDA funds for the demolition of the wall, temporary chain link fence, and landscaping repairs. The City expects to be reimbursed for all but $480. In addition the Council allocated an additional $19, 300 to be split between TDA and MRA funds for the construction of the wall. Dorothy Wall Award September 15, 1994 Page 2 An additional $33 , 696 is needed to cover the cost of the expanded project. Not included in the bid proposal is the removal of two dead trees, which will cost approximately $2500, and inspection fees for approximately $2000. Staff recommends that Council include a 10 percent contingency and allocate a total of $44, 000 additional funds which would bring the total cost of the Dorothy Wall project to $70, 100. Staff has identified the following funding options for the additional $44, 000: 1) use MRA funds to cover all of the additional costs, 2) split the additional costs between MRA and TDA. If the City Council decides to use MRA funds for all or part of the project extension, the MRA Board must take action to appropriate the funds. Staff has discussed the extension of the wall, the related costs, and the funding options with Councilmember Perez. Upon Council's approval, staff will meet with the contractor to develop a project schedule. In addition, staff will request releases from the impacted residents to enter their property and to perform the work necessary to complete the project. Recommendation (Roll Call Vote) Staff recommends that Council: 1. Approve the project extension to include the 650 feet west of Bard Street; 2 . Award the contract for the demolition and construction of the Dorothy Avenue wall to Phil Carter Company; 3 . Authorize the City Manager to sign the contract on behalf of the City; 4 . Construct block wall beginning at a point at the western end of the 10 foot Bard Street wall to a point 650 feet westerly. Dorthy wall • Construct block wall six feet high and 1,134 feet in length.
