SUBJECT: Consider Resolution 94 - Rescinding Resolution
94-1042 and Adopting Fees. Rules and Regulations
Governing Use of the Arroyo Vista Recreation Center
Gymnasium to be Incorporated into the City' s Rules
and Regulations for City Facilities.
BACKGROUND
In June, 1994, when the City opened the Arroyo Vista
Recreation Center, staff developed and presented to the City
Council a fee schedule and rental policy that would be used
for renting out the two large activity rooms at the
Recreation Center. At the time, no fee schedule or rental
policy was established for the gymnasium.
During July and August, the Recreation Center has had
extensive use by the City ' s summer day camp program, the
adult basketball leagues , the City ' s employee wellness
program, and by Moorpark residents who are coming down to the
facility to play basketball and volleyball in the afternoons,
evenings and weekends during scheduled Open Gym hours .
The City' s Open Gym program, which began in June following
the Grand Opening of the Center, has been very successful .
Staff has taken hourly counts of participants during all
scheduled open gym time to track the amount of participation
and to determine the residency of gym users . With very few
exceptions, the open gym participants are Moorpark residents .
Staff will be reviewing the Open Gym Program and may consider
charging a nominal fee for use in the future.
As the City has made a sizable investment in the gymnasium,
specifically the hard wood gym floor, staff wants to insure
that the use of the gym is monitored and that the maintenance
of the floor is a top priority at the facility. Because of
this, staff is recommending that the City develop a policy
whereby the gymnasium could not be reserved for any length of
time. City residents, community organizations, such as
service organizations or Moorpark businesses could reserve
the gymnasium for one-time only annual events, such as
employee basketball/volleyball tournaments . All activities
will be required to be of a nature that would require rubber
soled shoes, such as the sports activities listed above.
Events such as wedding receptions are prohibited.
Moorpark Basketball Association (MBA) has approached the City
regarding use of the City' s gym for their upcoming basketball
season. The MBA desires use of the gym on Saturdays for five
hours for league play. This would be for the date of
December 17 and for all Saturdays from January 7 through
March 18 . Practice times could be arranged on an
availability basis with MBA, if they do not conflict with
previously scheduled City-sponsored programs.
Staff has reached an agreement with MBA, whereby MBA will
make a donation to the City in the amount of $1500 . 00 for use
of the gymnasium for Saturday games and limited practices
during the week, during their season, and that the City
additionally request MBA volunteers to assist with gym floor
cleaning and maintenance on a weekly basis during their
season.
Other non-City related uses will be reviewed on a case by
case basis , based on the nature of the requesting
organization (i .e. city residents, city resident non-profit
organization or city located business) .
Fees were determined based on the fee survey of other local
public agencies for gymnasium use, and a project cost for
building and utility costs based on what other agencies have
determined for like facilities .
Attached is a copy of a fee survey of other local public
agencies for gymnasium use.
RECOMMENDATION
1. Approve recommended rules and regulations for Arroyo
Vista Recreation Center Gymnasium as presented.
2 . Adopt Resolution 94-
3 . Concur with Moorpark Basketball Association arrangement
as contained in this report .

an additional $20 .43 will be charged for custodial . Double
time is charged on holidays and weekends . In the past the
District has determined that the City fit into the profit
category because a fee was to be charged to the participants.
** Boys and Girls Club committee is currently reviewing fee
schedule. MBA program is assessed an $8 . 00 per player fee
for basketball season as Boys and Girls Club is affiliated
with the MBA program.
