SUBJECT: Consider Report From the Ventura County Transportation
Commission regarding the National Highway System (NHS) .
On Friday December 4, 1992 , the Ventura Transportation Commission
considered a report on the proposed National Highway System. The
proposed system includes Highways 118 and 23 through the City of
Moorpark. Please refer to the attached report from VCTC for detail
on this proposal.
The public comment period for this matter remains open through
December 31 , 1992 .
RECOMMENDATION
Staff recommends that the City Council receive and file the report.

SUBJECT: NHS FOR VENTURA COUNTY
VCTC was recently notified by Caltrans of its proposed National
Highway System for Ventura County. We were asked to schedule an
"opportunity for public comment" at our December Commission meeting
and have done so. A copy of the agenda item is attached for your
information. Comments are due 4o Caltrans by December 31, 1,992.
This very short schedule did not provide us an opportunity to bring
this matter before TTAC.
VCTC staff had some concerns regarding the proposed NHS and
discussed possible responses with the County and the City of
Oxnard, the two agencies primarily affected by the Caltrans'
proposal. Their input led to the recommendation in the agenda
item. We would have sought further comments but there was not
enough time prior to distributing the agenda. However, if you have
any concerns, please call me and we can arrange to have you submit
written comments for distribution at the meeting. Of course, you
are invited to also speak at the hearing.
VCTC staff will provide an update and summary of the Commission's
action at the December TTAC meeting.

SUBJECT: PUBLIC COMMENT ON PROPOSED NATIONAL HIGHWAY SYSTEM
RECOMMENDATION
• The Transportation Commission:
1. Accept public comments on the proposed National
Highway System and forward them, as appropriate, to
Caltrans; and
2. Recommend to Caltrans that the proposed Strategic
Highway Connectors be revised as described in this
report.

The ISTEA directs the Secretary of Transportation, in cooperation
with the States, to develop a National Highway System (NHS) . The
NHS is intended to "provide an interconnected system of principal
arterial routes which will serve major population centers. . .ports,
airports. . .other intermodal facilities, meet national defense
requirements, and serve interstate and interregional travel."
The NHS is to consist of approximately 155,000 miles of major roads
in the United States. Included are to be all Interstate routes, a
large percentage of urban and rural principal arterials, the
defense strategic highway network, and strategic highway
connectors. The formula for distribution of the NHS funds ($21
billion over 6 years) to the state is the same as for the STP
program. A state may choose to transfer 50% of the NHS funds to
the STP program; if the Secretary approves, 100 percent may be
transferred.
Caltrans has prepared an NHS proposal for Ventura County and has
asked the VCTC to schedule it on your agenda to solicit public and

technical staff comments. The proposed system and VCTC staff's
recommendation are discussed below.

Caltrans' proposed system for Ventura County includes the following
State Routes under the "urban and rural principal arterials"
category:
- Route 23 (from Route- 101 to Route 118 only)
- Route 101
- Route 118
- Route 126
In addition to the above, the following routes are proposed under
the "strategic highway connectors" category:
- From the Construction Battalion Center (CBC) to Route
101 via Ventura Road, Gonzales Road, Oxnard Blvd and
Vineyard Avenue.
- From Pt. Mugu NAS to Route 101 via Route 1.
Attachment A provides a map illustrating the proposed system.
Although there are a number of unanswered questions regarding the
practical effect of including a roadway in the NHS network (Are
funding options expanded or restricted?, Must all future
improvements be to federal standards?, etc. ) , VCTc staff believes
it is appropriate and reasonable to include the four State Routes
in the NHS. However, staff believes the proposed route from the
CBC to Route 101 is inappropriate, that clarification is needed
regarding the Pt. Mugu to Route 101 routing, and that access to the
Port of Hueneme must be included. Specifically, staff recommends
the VCTC forward the following comments to Caltrans:
1. It should be clarified that when the Route 1 designation
is moved from Oxnard Blvd to Rice Ave, the NHS
designation will also be shifted to Rice Ave. If the
FHWA and/or Caltrans cannot support this, then Rice Ave
and not Oxnard Blvd should be designated as part of the
NHS at this time/ and
2. The route from the CBC Base to Route 101 should be
replaced with a route using A) Hueneme Road from the Port
to the planned Rice Ave extension, and B) Rice Avenue
extension from Hueneme Road to the Route 1/Rice
Ave/Pleasant Valley Rd interchange. (The Rice Ave
extension is to be completed as part of the port access
demonstration project in the ISTEA. )
The substitution of this CBC route will accomplish two
objectives. First, it will eliminate from the NHS a

/ number of local roadways in the City of Oxnard which are
immediately adjacent to residential areas and are not
included in the City's designated truck route network.
And second, it creates a route for the CBC Base which can
also serve as a Port access route consistent with the
intermodal goals of the NHS program and our adopted port
access plan.
Attachment B is a map illustrating the revisions recommended by
VCTC staff.
Given the tight schedule for getting comments to Caltrans, this
item could not be reviewed by the TTAC prior to your meeting.
However, all members were notified and invited to comment
either in writing or at the VCTC meeting.
