SUBJECT: Consider New Guidelines for Community Center Fee Waivers
and the Inclusion of a Fee Schedule for the New Senior
Center,

In November of 1991, the Public Works /Facilities Committee was
asked to consider establishing a fee waiver policy for non - profit
groups. At the time, staff recommendation was to not change the
current policy and charge all groups according to their
classification. It has always been the policy that if a group
wishes to do so, they can request for a waiver of fees from the
City Council.
With the addition of the Senior Center room, and the possible
interest to rent that room, staff felt that it was appropriate to
review the current fees and adopt changes as needed.
Classification #4 is being recommended to accommodate other
governmental agencies, their departments, boards, or commissions
who would on occasion need to reserve the city facilities for
governmental meetings. In this respect, staff would recommend
charging these groups the direct costs involved in preparing the
requested meeting room.
The number of waiver requests in the last year have increased
dramatically, specifically for those groups who are co- sponsoring
a program with the City of Moorpark, or their event will benefit
the City programs indirectly, such as a candidates forum. Staff
is recommending the addition of Classification 5, which will cover
such groups, and still recoup direct staff costs from the co-
sponsoring agency.
Fee waiver requests are still within the rights of those groups
who desire to take the matter before the City Council. The new
classification will lessen the number of waiver requests that go
to the City Council, as these can be handled administratively by
staff. In this respect, the City Manager has the authority to
decide what can be considered co- sponsorship and possibly include
a fee waiver, if there is a determined benefit to the whole city.

In reviewing the fee schedule of the Senior Center, staff is
recommending that the reservation procedures be handled through
the Community Services Department, with the Senior Advisory
Committee reviewing applications that are not specifically for the
benefit of senior citizens residing in Moorpark, with a
recommendation to the Director of Community Services.
The attached Community Center Rental Fee Schedule has been
reviewed by the Public Works, Facilities, and Solid Waste
Committee (Councilmembers Montgomery and Wozniak) on Monday,
December 7, 1992.
RECOMMENDATION Direct staff as deemed appropriate.
