SUBJECT: Consider Adoption of Resolution No. 92- yoG, Approving
the Salaries for Competitive and Non - Competitive
Service, and Hourly Employees. (CC Mtg. 12- 16 -92)
Background
The MOA includes a 3% adjustment to the salary plan for
competitive service employees. The adjustment is to take place
on December 26 with a retroactive calculation of the increase to
June 29, 1992 which was the first pay period in Fiscal Year
1992/1993.
The salary plan is structured as a five -by- five -by -five plan with
each classification assigned to a salary range. Each range has
five steps which allows progression in salary based upon
longevity and performance. The first step of each range is five
percent higher than the first step of the range preceding it.
Within a range each step is five percent higher than the step
preceding it.
The salary adjustment will be made by increasing the first step
of the bi- weekly salary plan and thereby increasing the entire
table. The annual salary is calculated by multiplying the
approved bi- weekly salary by 26. A monthly rate is calculated by
dividing the annual rate by 12. An hourly rate is calculated by
dividing the annual salary by 2080. All salaries are rounded to
two decimal places.
Non - Competitive Service Full -time Employees
Supervisory, administrative, and managerial employees are not
covered under the MOA. In order to maintain internal equity
between these two classes of employees it is recommended that the
benefits, rules, and adjustments in compensation be consistently
applied. Failure to do so would remove incentives for employees
for professional development and would compress the salary
structure of the city. The 3% cost of living retroactive
adjustment in salary, conversion of sick leave provision, and
$.20 per hour spanish language proficiency pay would also apply
to this class of employees.

The application of rules and benefits should be equivalent to
facilitate the administration of the rules, except where the
rules and benefits are not applicable to salaried employees. For
example, salaried employees do not have a 40 hour week limitation
and are by definition not covered by overtime rules. In the
past, the City Manager determined the applicability of rules and
benefits as the appointing authority for this class of employees.
Part -time Seasonal and Temporary Employees PST
The current salary plan for PST employees is set at a base salary
of $4.78 per hour. The minimum wage is $4.25 per hour. It is
recommended that the minimum wage be used as the base hourly rate
for the salary plan and that current PST employees be placed on
the closest step in their new range. This represents a 2.7 - 2.8
percent increase for current PST employees. This will allow the
City to provide additional employment opportunities during the
summer months if summer employment programs are approved with the
FY 93/94 budget. This adjustment would take effect December 26
and is not retroactive.
Correction of Current Salary Tables
Over the last nine years the salary tables used by the city have
been altered slightly by rounding the individual salary steps
with previous increases. This in effect has made the salary plan
a distorted five -by- five -by -five plan. It is recommended that
the salary tables be based on a consistent format and calculated
by column then row using the first range and step as the base of
the salary table. All entries are rounded to two decimal places.
Recommendation
Staff recommends approval of Resolution 92 -1?DD.
