SUBJECT: Consider Resolution No. Designating the Intersection of
Campus Park Drive and College View Avenue a STOP Intersection
and Directing the Placement of a STOP Sign at the South
Entrance Thereto
DISCUSSION
With the opening of the Collins Drive on -ramps to the Route 118
Freeway, College View Avenue has been closed at the south end of the
street, and the traffic signal at this intersection of College View and
Campus Park Drive has been deactivated. Consistent with the terms of
the Freeway Agreement with Caltrans, traffic control devices to be
installed upon or removed from City streets by the Freeway Connector
project were to subject to City approval. During the design of this
project it was determined that the traffic signal at this intersection
was probably not warranted. This report requests confirmation of that
decision and the adoption of a resolution to provide for a STOP sign
for the south leg of that intersection. If approved, the traffic
signal at the subject intersection will be removed.
RECOMMENDED ACTION
Staff recommends that the City Council approve the removal of the
traffic signal at the subject intersection and adopt the attached
Resolution directing the placement of STOP sign on the south leg of the
intersection of Campus Park Drive and College View Avenue.

RESOLUTION NO. 93 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, DESIGNATING THE
INTERSECTION OF CAMPUS PARK DRIVE AND COLLEGE
VIEW AVENUE A STOP INTERSECTION AND DIRECTING
THE PLACEMENT OF A STOP SIGN AT THE SOUTH
ENTRANCE THERETO
WHEREAS, Section 21351 of the California Vehicle Code
authorizes the City to place and maintain, or cause to be placed
and maintained, such appropriate signs, signals or other traffic
control devices as may be necessary to properly indicate and carry
out the provisions of the Vehicle Code or local traffic ordinances
or to warn or guide traffic; and,
WHEREAS, Section 21354 of the California Vehicle Code
authorizes the City to designate any intersection under its
jurisdiction a stop intersection and erect STOP signs at one or
more entrances thereto; and,
WHEREAS, the City Council has determined that, in order to
better provide for the public health and safety, it is necessary
and appropriate to place a STOP sign at the location set forth
herein.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the intersection of Campus Park Drive and
College View Avenue, as identified on Exhibit 'A' attached hereto
and made a part hereof, is hereby designated stop intersection and
that a STOP sign shall be erected at the south entrance thereto.
Section 2. That the City Manager is hereby directed to
provide for the installation and maintenance of appropriate signs
and markings to effectuate these designations.
