Gilbert, Director of Public Works August 24, 1993 (Council Meeting 9 -8 -93) X(4- 199 SUBJECT: A Resolution Repealing Resolution Nos. 87 -399, 88 -514 and 93 -923 Pertaining to Parking Restrictions in the North Meadows and South Meadow Portions of Mountain Meadows (PC -3) and Establishing NO STOPPING ANYTIME Zones on Certain Streets in Said Area OVERVIEW This presents a Resolution changing the parking restriction on certain arterial streets in the Mountain Meadows area (PC -3) from NO PARKING ANYTIME to NO STOPPING ANYTIME. DISCUSSION A. Upgrade to NO STOPPING In order to provide for improved traffic enforcement on streets where painted Bike Lanes have been established, the City Council has taken steps in recent months to upgrade the NO PARKING restrictions on those streets to NO STOPPING ANYTIME. If adopted, the attached resolution will complete this conversion for all streets in the Mountain Meadows area (PC -3) of the City by repealing Resolution Nos. 87 -399 and 88 -514 and adopting NO STOPPING ANYTIME restrictions on all collector streets in North and South Meadow. B. Mountain Meadow Drive On- Street Parking Resolution No. 91 -748 amended Resolution No. 87 -399 as it pertained to the street in front of Mountain Meadows Elementary School and North Meadows Park, in order to allow for on- street parking and passenger loading. In that Resolution 87 -399 is recommended to be repealed, it is recommended that the subject Resolution include language which confirms that Resolution No. 91 -748 shall remain in full force and effect. pc3_prk NO STOPPING: PC -3 September 1993 Page 2 C. Mountain Trail Street North of Tierra Reiada Road Resolution No. 93 -923 amended Resolution No. 87 -399 by upgrading the NO PARKING restriction on Mountain Trail Street near the High School to NO STOPPING ANYTIME. In order to provide for better clarity in the enforcement of these parking restrictions, it is recommended that Resolution No. 93 -923 be repealed and that that segment of Mountain Trail Street be included in the subject action. D. Mountain Trail Street East of Walnut Creek Road Resolution No. 87 -399 included a "NO PARKING 6:00 A.M. to 6:00 P.M." Zone on that portion of Mountain Trail Street east of the intersection of said street and Walnut Creek Road. This parking restriction was discussed at a recent meeting of the Transportation and Streets Committee (Councilmember Wozniak and Council-member Hunter). It was the recommendation of the Committee that this parking restriction be changed to NO PARKING ANYTIME in order to provide adequate parking restrictions for this area while permitting short term loading and unloading next to the park while the driver remains in the vehicle. Adopt the attached Resolution repealing Resolution Nos. 87 -399, 88 -514 and 93 -923 pertaining to parking restrictions on certain streets in PC -3, and establishing NO STOPPING ANYTIME zones on all major collector streets and NO PARKING ANYTIME on Mountain Trail Street north of North Meadows Park. pc3 prk RESOLUTION NO. 93 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, REPEALING RESOLUTION NOS. 87 -3990, 88 -514 AND 93 -923 PERTAINING TO PARKING RESTRICTIONS IN THE NORTH MEADOWS AND SOUTH MEADOW PORTIONS OF MOUNTAIN MEADOWS (PC- 3) AND ESTABLISHING NO STOPPING ANYTIME ZONES ON CERTAIN STREETS IN SAID AREAS AND NO PARKING ANYTIME ON MOUNTAIN TRAIL STREET EAST OF WALNUT CREEK ROAD. WHEREAS, Section 22507 of the California Vehicle Code provides for the restriction and /or prohibition of parking and /or stopping on local streets by local agencies; and, WHEREAS, Pursuant to said authority, the City Council adopted a number of resolutions establishing parking restrictions in the Mountain Meadows (PC -3) area of the City; and, WHEREAS, Resolution Nos. 87 -399, 88 -514 and 88 -506 established "NO PARKING ANYTIME" Zones on all of the collector streets within said area; and, WHEREAS, Resolution No. 91 -823 repealed Resolution 88 -506 and upgraded the "NO PARKING ANYTIME" Zones in the West Ranch portion of PC -3 to "NO STOPPING ANYTIME," including that portion of Mountain Trial Street south of Tierra Rejada Road designated a NO PARKING zone on the aforesaid Resolution No. 87 -399; and, WHEREAS, the City Council has determined that the public health and safety would be improved if all of the "NO PARKING ANYTIME" restriction in PC -3 were upgraded to "NO STOPPING ANYTIME" and, therefore, wishes to repeal Resolution No. 87 -399 and establish "NO STOPPING ANYTIME" Zones in the remainder. of PC -3;" and, WHEREAS, Resolution No. 93 -923 amended Resolution 87 -399 by changing the NO PARKING restriction to NO STOPPING on only a portion of Mountain Trail Street, and it would be appropriate, therefore, to repeal said Resolution and include that street segment in the streets addressed herein; and, WHEREAS, Resolution No. 91 -748 amended Resolution No. 87 -399 by revising the parking restrictions in front of Mountain Meadows Elementary School and North Meadows Park to better accommodate parking and loading needs in that area, and it is the desire of the City Council that these parking restrictions remain unchanged; and, WHEREAS, Resolution No. 87 -399 also established a "NO PARKING 6:00 A.M. to 6:00 P.M." Zone on that portion of Mountain Trail Street east of the intersection of said street and Walnut Creek Road, and it is the desire of the City Council that said parking restrictions be revised and re- established. Resolution No. 93 - Page 2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That Resolution Nos. 87 -399, 88 -514 and 93 -923 are hereby repealed and superseded. SECTION 2. That "NO STOPPING ANYTIME" zones, as described in Exhibit "A" attached hereto and made a part hereof, are hereby established on both sides of the following streets: Street Limits Mountain Trail St From Tierra Rejada Road northerly and easterly to Walnut Creek Road Walnut Creek Road From Mountain Trail Street easterly and southerly to Tierra Rejada Road Walnut Creek Road From Tierra Rejada Road southerly and westerly to Mountain Meadow Drive Cedar Sprinqs Street From Mountain Trail Street southerly to Mountain Meadow Drive Mountain Meadow Drive From Tierra Rejada Road southerly, westerly and northerly to Mountain Meadow Drive SECTION 3. That a "NO PARKING ANYTIME" zones, as described in Exhibit 'A', are hereby established on both sides of Mountain Trail Street east of Mountain Meadows Drive as follows: Street Side of Street Limits Mountain Trail St North Side From Walnut Creek Road easterly to a point approximately two hundred fifty feet (250') east of Walnut Creek Road Mountain Trail St South Side From Walnut Creek Road easterly to a point approximately three hundred fifty feet (3501) east of Walnut Creek Road SECTION 4. That Resolution No. 91 -748, which amended Resolution No. 87 -399 by revising the parking restrictions on Mountain Meadows Drive from Tierra Rejada Road northerly to Mountain Trail Street as depicted on Exhibit 'B' attached hereto, shall remain in full force and effect. SECTION 5. That said parking restrictions shall not apply to Bus Stops, Loading Zones and other such areas designated by Resolution of the City Council for the stopping of vehicles. SECTION 6. That the City Manager is hereby directed to provide for the placement of signs and markings giving notice of the these parking restriction. PASSED AND ADOPTED this 8th day of September, 1993.
